SUBJECT: APPROVE grid AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE contracts with the University of California, Davis (421-099-12) in the amount
of$213,400 for staff development training, for the period from July 1, 2001 through June 30,
2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contracts with the University of California, Davis (#21-099-12) in the amount of$213,400 for staff
development training, for the period from July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT-
No County cost: Title IV E funds support the Child Welfare training (100% Federal); Federal TANF Single
Allocation funds the Eligibility Worker and Employment Services training (also 100% Federal). Total
University of California in-kind contributions equal $46,182.50.
CHILI)RFNIS IMPACT S'rATF.MF.NT-
Staff development training supports three Contra Costa County community outcomes: "Families that are
Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe
and Provide a High Quality of Life for Children and Families." Through this training, case managers will be
better able to connect CaIWORKs participants with job training and opportunities; child welfare can improve
supportive intervention and prevention services for families at risk of child abuse; and the County's adult
population will benefit from enhanced responsiveness of adult services workers.

UC Davis Extension has provided training to the Contra Costa County Employment and Human Services
Department for the past nine years. This training meets state regulations that allow public institutions of higher
education to provide in-kind match funding equal to the California Welfare Department's share of costs,
resulting in no expense to the County.
This year, EHSD will continue training with UC Davis extension through three related agreements for a total
commitment of$213,367.50. This will address EHSD needs in three areas: Employment Services ($75,182.50),
Child Welfare ($54,375), and Eligibility Worker training ($83,810).
