TO: BOARD OF SUPERVISORS Costa
FROM: Warren E. Rupf, Sheriff-Coroner ounty
DATE: September 10, 2001 /'
SUBJECT: Contract with Tri-County Extradition, Incorporated
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute on behalf of the County a
contract with Tri-County Extradition, Incorporated, not to exceed $120,000 for the provision of
prisoner and fugitive transportation to Contra Costa County adult detention facilities for the period
of October 1, 2001 through September 30, 2003.
II. FINANCIAL IMPACT:
NONE. Funds for this contract are within the Office of the Sheriffs budget.
III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On a regular basis, prisoners must be transported between various local and state detention
facilities, both within and outside of the State. This is a routine responsibility of the County, or
provided at the convenience of the State at its expense. On a less frequent basis, fugitives must
be returned from out of state to Contra Costa County. The expense for the Office of the Sheriff
to escort these fugitives would be extreme. Tri-County Extradition provides qualified staff and
transportation services to ensure the timely delivery of prisoners and fugitives at a reasonable
cost to the County.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Without this contracted service, Office of the Sheriff personnel would be required to provide this
function at a greater cost.
