SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to APPLY for and ACCEPT funding from the California Endowment, Communities
First Program in the amount of$402,865 for a two-year period to develop community driven,
multicultural, multilingual responses to the problem of health care access for Southeast Asian
elder communities. (#29-115)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee,
APPLY for and ACCEPT funding from the California Endowment, Communities First Program in the amount
of$402,865 for a two-year period to develop community driven, multicultural, multilingual responses to the
problem of health care access for Southeast Asian elder communities.(#29-115)

RACKGROIJND:
The Employment and Huinan Services Department (EHSD) is requesting authority to apply for funding from the
California Endowment, Community First Program in collaboration with Southeast Asian Senior Access
Collaborative (SEASAC). SEASAC is composed of members from County Area Agency on Aging, United
Laotian Community Development Inc., City of San Pablo, City of Richmond, West Contra Costa Senior
Coalition and Lao Senior Association to improve the quality of life of monolingual Southeast Asian elders by
increasing their access to and participation in the public and private health and human service programs where
they are underrepresented.
SEASAC will provide isolated elders access to coordinated, comprehensive, cultural sensitive services to
include community outreach, bilingual and bicultural needs assessment and case management, advocacy,
information and referral health care, health education, public benefit programs, transportation, meals, in=home
care, social and cultural activities, ESL classes, and leadership development.
The project will allow SEASAC to create a cultural bridge that will promote and preserve the diverse cultures
and traditions of the elders and at the same time, facilitate their access tom ' stream services.
