In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Implementation Team Findings and Recommendations, including recommendations regarding Advisory Committee membership criteria. In March 2001, the Board approved amendments to the membership criteria. As amended, the Advisory Committee consists of 11 members: 4 Consumers aged 60 or older, 2 Consumers aged under 60, and one member from each Supervisorial District. The Internal Operations Committee reviews nominations to the Consumer seats on the Advisory Committee. At its September 17 meeting, the Internal Operations Committee reviewed and approved the Advisory Committee's nomination of David Johnson, and now recommends approval of this nomination to the Board of Supervisors. Mr. Johnson is being recommended to fill the seat vacated by Mr. Gordon Shasky and to serve as a current IHSS consumer under 60 years of age. BACKGROUND The Advisory Committee currently has a position for a consumer under 60 years of age that has been declared vacant by the Board of Supervisors. In seeking to fill this vacant seat, Public Authority staff reviewed applications on file, made a presentation to the Long Term Care Committee, placed notices in Contra Costa County newspapers, sent letters and announcements to housing programs and 5,100 IHSS recipients. These efforts resulted in four applications being received. Public Authority staff conducted phone interviews of all applicants. The Recruitment and Nomination Committee of the Advisory Committee considered the results of the phone interviews and chose to personally interview three applicants. As a result of these interviews, Mr. Johnson's application was presented to and approved by the full Advisory Committee. Enclosure ..
