Kellogg to name the Delta Road Bridge over the Dutch Slough as"Becky's Bridge." FINANCIAL IMPACT: None. BACKGROUND: Becky Lindquist, a long time resident of Contra Costa County, operated the Marina next to the Delta Road Bridge for over ten years. She was a loving, local leader in the tiny area of Holland Tract and had done much to foster a special community spirit among residents and visitors. An avid animal lover, Becky was instrumental in nurturing and providing homes for countless abandoned cats. She was a driving force behind the replacement of the Delta Road Bridge in 2000. On June 9, 2001 just days before the Board accepted the Delta Road Bridge as completed, Becky Lindquist was murdered. Her community, through California Transportation Commissioner James Kellogg, has requested that the new bridge be named "Becky's Bridge" to honor her memory and console them in this tragic loss. The Board of Supervisors, on November 22, 1999, adopted a policy on "Naming of County Buildings". This policy requires that the authorization to name County-owned facilities must be approved by a four-fifths affirmative vote of the Board pursuant to a public hearing. As part of the policy, the Board also approved eight policy guidelines when considering actions to name or rename County-owned facilities. This request qualifies under guideline No. 8. On September 11, 2001, the Board fixed September 18, 2001 for a public hearing pursuant to its policy.
