Recommended Action: APPROVE and AUTHORIZE the Chair, Board of Supervisors to execute Amendment No. 2 to the Cost Sharing Agreement with Contra Costa Transportation Authority to increase the payment limit for Contra Costa County's share by $44,100 to the new payment limit of$430,438 for the design of track realignment and bridge replacement of the Burlington Northern Santa Fe railroad crossing at 1-680 and Pacheco Boulevard, Martinez area. DATE: September 11, 2001 PAGE 2 II. Financial Impact: There will be no financial impact to the general fund. The County's share of the estimated design costs is $430,438 and will be paid for with Tosco/Solano Transportation Mitigation funds. III. Reasons for Recommendations and Background: One of the projects selected for funding from the Tosco/Solano Transportation Mitigation Fund was the Pacheco Boulevard Realignment. After the Public Works Department staff began the preliminary study for the realignment project they discovered that the Contra Costa Transportation Authority(CCTA)was preparing the environmental document and the project study report for the Interstate 680 High Occupancy Vehicle Lane project. Both of the projects will be replacing an underpass at the Burlington Northern Santa Fe railroad, and it was decided that coordinating the railroad work would save both agencies money. CCTA with the approval of the County, and Caltrans hired HDR Inc. to design the railroad underpasses and the railroad detour. On March 21, 2000, the Board of Supervisors approved a Cost Sharing Agreement that defined the responsibilities of CCTA and the County. On March 20, 2001 the Board of Supervisors approved Amendment No. 1 to the Agreement, which established the effective date of the agreement. This amendment increases the scope of the project to include design of the storm drainage system along the railroad right of way, and increases the agreement cost $44,100 to $430,438. IV. Consequences of Negative Action: Failure to approve Amendment No. 2 to the Cost Sharing Agreement could delay the project and increase the cost. Amendment No. 2 to the COST SHARING AGREEMENT BETWEEN CONTRA COSTA COUNTY AND THE CONTRA COSTA TRANSPORTATION AUTHORITY FOR CONTRA COSTA COUNTY'S SHARE OF THE DESIGN OF TRACK REALIGNMENT AND BRIDGE REPLACEMENT OF THE BNSF RAILROAD CROSSING AT 1-680 AND PACHECO BOULEVARD (County Project No. 0662-6R4157) (CCTA Project No. 1116) This amendment changes the AGREEMENT by revising Exhibit A as attached, to include PS&E — Drainage Design Services within BNSF Railroad Right of Way.
