SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Purchasing Services Manager to execute an alteration to
Purchase Order #94262 with Universal Sweeping Services of San Jose, California, to increase
the payment amount by $20,000 to a total limit of $98,000 for additional sweeping services
required for support of the 2001 Chip Seal Program.
ll. FINANCIAL IMPACT:
Additional funding in the amount of$20,000 is available from the road fund.

III. REASONS FOR RECOMMENDATION AND BACKGROUND:
The number of sweeping hours required to complete the Chip Seal program exceeded initial
estimates. Thorough sweeping is necessary to minimize hazards and inconvenience to the
public from loose rock.
The placement of rock chip seal to resurface County roads is a long established preventative
maintenance practice. In order to assure complete coverage of asphalt applied to the old road
surface, excess rock chips are distributed and must be removed by sweeping. It is not
economical for the Public Works Department to own and operate the number of sweepers
necessary to support the chip seal program. Sweeping service has historically been procured
by purchase order.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The vendor agreed to furnish additional sweeping services prior to alteration of the purchase
order thereby allowing timely completion of the County's surface treatment program. Without
approval of the requested purchase order alteration, the County will maintain an unpaid financial
obligation and will damage the relationship of goodwill and cooperation established with this
vendor.
