SUBJECT: MEETING WITH LOCAL POLICE AGENCIES ON REMOTE BOOKIN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ACCEPT report on the meeting held between County staff and representatives of
local police agencies on the potential for implementing a remote booking process.
2. DIRECT the County Administrator's staff and REQUEST the Sheriff to participate in a
standing workgroup jointly with local police officials to further pursue ideas to make
the booking process more cost effective, as well as other areas where collaboration
may result in increased efficiencies, and program improvements and coordination.
BACKGROUND:
At a public hearing to consider an increase to the County's jail booking fee on May 15, 2001,
the Board directed County staff to meet with local law enforcement officials to resume
discussions on the potential for implementing a remote booking process. A meeting was held
on August 28 among officials from the Police Chiefs' Association, the cities of Brentwood,
Antioch, EI Cerrito, Richmond and Walnut Creek, the Sheriffs Department and the County
Administrator's Office at which there was a thorough discussion of the complexities
surrounding the booking fee as it relates to remote booking and secondary booking locations.
While it was determined that remote booking activities would not result in decreased County
booking costs, there was an encouraging number of ideas introduced that might make booking
more cost effective, as well as other ideas that could be pursued within a joint city -- county
law enforcement framework of planning and collaboration. The President of the Police Chiefs'
Association as well as several other local agency representatives expressed support for such
a planning effort, and agreed to ask the Chiefs for their support and possible participation.
County staff remains committed to finding areas of mutual benefit that can be achieved
through regular communication and planning with local law enforcement agencies.
