SUBJECT: HEAD START PROGRAM ACTIONS TO CORRECT• FINDINGS
PURSUANT TO THE FEDERAL MONITORING REVIEW
Specific Request (S) or Recommendation (S) & Background and Justification
I. RECOMMENDED ACTION:
1. ACCEPT the Corrective Action Plan submitted by the Community
Services Department on September 11, 2001 to address findings by the
Administration for Children and Families (ACF) during the on-site federal
monitoring review of the Contra Costa County Head Start and Early
Head Start programs.
2. DIRECT the Community Services Director or designee to send a letter to
the Administration for Children and Families (ACF) committing the
Community Services Department to implement the corrective action plan.
H. REASONS FOR RECOMMENDATIONS/BACKGROUND:
From February 5 to February 9, 2001, the Administration for Children and
Families (ACF) conducted an on-site federal monitoring review of the Contra
Costa County Head Start and Early Head Start programs, which resulted in
three (3) commendations and six (6) findings.
Pursuant to this federal monitoring review, the Administration for Children
and Families (ACF) especially commended the shared governance of the
Board of Supervisors with the Parent Policy Council of the Head Start
Program as outstanding.
A Corrective Action Plan must be submitted to the Administration for
Children and Families (ACF) no later than September 28, 2001. This
Corrective Action Plan will be implemented during fiscal year 2001/02.

were happy to have a chance to discuss the many innovative and exciting initiatives our program
has undertaken. Thank you for the generous complementary comments rendered throughout the
review report.
The purpose of this letter is to certify that the Grantee, Contra Costa County, Community
Services Department and the Delegate Agency, First Baptist Church, have corrected all
systematic issues (findings) requiring correction as outlined in your report. The Grantee and
Delegate Agency have developed corrective action plans which describe the corrective activities,
timelines, persons responsible and outcome measures. The plans, along with monitoring records,
will be maintained by the Grantee and are available should you wish a copy.
