The Board of Supervisors of Contra Costa County RESOLVES THAT:
Pursuant to Chapter 3, "General Vacation Procedure," of Part
3 of Division 9 of the Streets and Highways Code, this Board declares
its intention to vacate the hereinafter described County Public Service
Easement. For a description of the portion to be vacated, see Exhibit
"A" attached hereto and incorporated herein by this reference. This
proposed vacation is generally located in the area of North Richmond.
A map of the portion to be vacated is on file in the Public Works Department.
It fixes Tuesday, January 17, 1984 at 10:30 a.m. (or as continued)
in its Chambers, Administration Building, 651 Pine Street, Martinez,
California, as the time and place for hearing evidence offered by any
interested party as to whether this is unnecessary for present or prospective
public use.
The Clerk shall have notice of this matter published in the Contra Costa
Inde endent a newspaper of general circulation published and circulated
in inis County, which is selected as the newspaper most likely to give
notice to persons interested in the proposed vacation, for at least two
successive weeks before the hearing in accordance with Streets and Highways
Code, Section 8322. The Clerk shall also have said notice posted con-
spicuously along the line of this proposed vacation at least two weeks
before the hearing, in accordance with Streets and Highways Code, Section
8323.

North Opal Street Vacation
EXHIBIT "A"
A portion of that easement granted to the County of contra Costa by instrument
recorded May 14, 1953 in Book 2123 at page 394 of Official Records of Contra
Costa County, California, being North Opal Street and described as follows:
Commencing at the southeast corner of Lot 327 of Block 12,as said lot and
block are shown on the map entitled "Truman addition to Richmond" filed
November 18, 1912 in Book 8 of Maps at page 191, records of said County;
thence from said point of commencement along the southerly line of said Block
12, South 890 56' 00" West 136.50 feet to the Point of Beginning; thence
northwesterly along the arc of a tangent curve, concave to the northeast
having a radius of 20.00 feet through a central angle of 900 00' 001', a distance
of 31.42 feet to the easterly right of way line of said North Opal Street
(2123 O.R. 394) ; thence, along said line being tangent to said curve, North
00 04' 00" West 320.00 feet; thence northeasterly along the arc of a tangent
curve, concave to the southeast having a radius of 20.00 feet through a central
angle of 900 00' 00", a distance of 31 .42 feet to the southerly right of
way line of West Grove Avenue (50.00 feet in right of way width) ; thence
South 830 35' 35" West 90.55 feet to a point on the said southerly right
of way line of West Grove Avenue (60.00 feet in right of way width) from
which a radial line of a curve, concave to the southwest having a radius
of 20.00 feet, bears South 00 04' 00" East; thence southeasterly along the
arc of said curve, through a central angle of 900 00' 00", a distance of
31.42 feet to the westerly right of way line of said North Opal Street (50.00
feet in right of way width) ; thence, along said line being tangent to said
curve, South 00 04' 00" East 310.00 feet; thence southwesterly along the
arc of a tangent curve, concave to the northwest having a radius of 20.00
feet through a central angle of 900 00' 000, a distance of 31.42 feet to
the southerly line of said Block 12 (8 M 191) ; thence along said southerly
line north 890 56' 00" East 90.00 feet to the Point of Beginning.
RESERVING THEREFROM, pursuant to the provisions of Section 8340 of the Streets
and Highways Code, the easement and right at any time, or from time to time,
to construct, maintain, operate, reRlace, remove and renew sanitary sewers. and
storm drains and appurtenant structures •in, upon; over and across any higi7way '
or part thereof proposed to be abandoned and pursuant to any existing franchise
or renewals thereof, or otherwise, to construct, maintain, operate, replace,
remove, renew and enlarge lines of pipe, conduits, cables, wires, poles, and
other convenient structures, vquipment.aand fiftilres for the operation of qas
Pipelines, telegraphic and telephone lines, railroad lines and for the transportation
or distribution of electric energy, petroleum and its products, ammonia, water,
and for incidental purposes, including access to protect the property from all
hazards in, upon and over the area hereinbefore described to abandoned.
