SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
contract with San Francisco State University Bay Area Academy (#21-794-0) for Regional
Recruitment and Retention Project in the amount of$38,500 for the period July 1, 2001
through June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
San Francisco State University Bay Area Academy (#21-794-0) for Regional Recruitment and Retention
Project in the amount of$38,500 for the period July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT:
$38,500 Employment and Human Services Department Administrative Overhead; 30% County; 30% State;
40% Federal.
BACKGROUND:
The purpose of the project is to identify problem areas in social services recruitment and retention. The
Recruitment and Retention Project gathers data on current hiring procedures, proposes to increase the
number of completed applications for county jobs by 20% from current baseline, and plans to present
recruitment and retention issues at six national, state, and regional recruitment events per year. San
Francisco State University (SFSU) Bay Area Academy, in concert with the Bay Area Social Service
Consortium Human Resource Sub-committee (BAHRC), initiated the Recruitment and Retention Project
focusing on recruitment and retention issues within public social services. The project identifies strategies
for gathering data in respective counties, and comparing it to research through University of California
Berkeley or SFSU. The Recruitment and Retention Project gathers data, provides analysis and comparison to
other models, recommends specific policy or protocol, implements and provides technical assistance to the
internal infrastructures, and develops a clearinghouse for recruitment inquiries. The positions BAHRC
identifies for the project focus may include clerks, pre-Master's-level social workers, child welfare workers,
supervisors, aides, and/or Ca1WORKs eligibility workers. The total budget is $258,500 per year with twelve
counties funding the project.
