SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to contract (#21-553-5) with Laidlaw Transit, Inc., to continue and expand the child voucher transportation program for CalWORKs and TANF participants in the amount of$1,500,000 for the period of September 1, 2001 through August 31, 2002. FINANCIAL. IMPACT: $1,300,000 CalWORKs; 15% County, 85% Federal, $ 200,000 Temporary Assistance for Needy Families (TANF); 100% Federal. CHILDRF,N'S IMPACT STATEMENT* The program supports all five of the Contra Costa County's community outcomes " (l) Children Ready for and Succeeding in School", "(2) Children and Youth Healthy and Preparing for Productive Adulthood", "(3) Families that are Economically Self-sufficient", "(4) Families that are Safe, Stable and Nurturing", and, "(5) Communities that are Safe and Provide a High Quality for Children and Families" by adding safe dependable services to meet transportation needs. RACKGROUND: .In October 1999, following the extensive process for RFP #1050, the Board granted Employment and Human Services (EHSD) the authority to contract with Laidlaw Transit, Inc., to develop and implement a pilot program for transportation focused training and child voucher transportation programs. The contract was funded from the Governor's 15% Grant for Special Projects. The grant period terminates August 31, 2001. Employment and Human Services is requesting authority to continue and expand the child voucher transportation program, building upon the existing infrastructure of buses and routes developed in the programs funded by the grant. The child voucher transportation program will be expanded from a program serving the Richmond area to a countywide program serving multiple county locations providing safe, dependable transportation.
