CHILDREN'S IMPACT STATEMENT:
This interagency agreement will directly support the fourth and fifth community outcomes established in the
Children's Report Card: "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and
Provide a High Quality of Life for Children and Families".
BACKGROUND:
Affordable housing is one of the most difficult barriers to self-sufficiency our CalWORKs clients face. This
interagency agreement will fund initiatives to bridge gaps in housing assistance programs offered throughout the
County by public agencies and community-based organizations. The initiatives involved in this agreement
include: the Rent Subsidy Grant Program and the Home Ownership Program. These initiatives are two of the
six initiatives identified by the Housing Assistance Alliance in their Contra Costa County CalWORKs Housing
Assistance Action Plan & Implementation Strategy. Staff will update the Department's TANF Incentive Plan to
reflect our commitment to housing initiatives for our clients.
The Rent Subsidy Grant Program is designed to assist selected clients and families who have demonstrated
motivation and commitment toward achieving self-sufficiency. Selected participants may be awarded a rent
subsidy grant equivalent to 80% of monthly rent for up to four months with a maximum benefit of$6,000.
The Home Ownership Program will award up to $5,000 to a participant who has fulfilled program participation
goals to use in conjunction with the Housing Authority, County's Affordable Housing, and/or other recognized
"First-Time Homebuyers" programs in the County.
