Board pe<,•L(0pMd,,i- DATE: July 27, 2001 SUBJECT: ACCEPT and AUTHORIZE the joint submittal of the 2001 Welfare-to-Work Formula Grant Plan Modification to the State of California Employment Development Department for Welfare-to-Work Formula Grant services by the Workforce Investment Board and the Board of Supervisors. AUTHORIZE the Employment & Human Services Director, or designee, to ENTER into the Welfare-to-Work Grant Modification on behalf of the Board of Supervisors. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED AC'TIOM ACCEPT and AUTHORIZE the joint submittal of the 2001 Welfare-to-Work Formula Grant Plan Modification to the State of California Employment Development Department for Welfare-to-Work Formula Grant services by the Workforce Investment Board and the Board of Supervisors. AUTHORIZE the Employment & Human Services Director, or designee, to ENTER into the Welfare-to- Work Grant Modification on behalf of the Board of Supervisors. FINANCIAL IMPACT- $2,1041,196 in total U.S. Department of Labor Welfare-to-Work Formula Grant funding covering two years of allocation; 100% Federal. RACKGRni1NDe The U.S. Department of Labor issued"Welfare-to-Work (WtW) grants to Private Industry Councils throughout the country in 1998 and a second year sof allocation 'in 1999. The Contra Costa County Private Industry Council's successor agency, Employment & Human Services Department, and it's successor policy body, the Workforce Development Board, are offered the opportunity by the State of California Employment Development Department to submit a modification to the grant program as a result of the Department of Labor Appropriations Act of 2001. The Workforce Development Board approved the modification to extend the WtW grant at its May 21, 2001 meeting. The first year of allocation in the amount of$1,114,932 will be extended from a termination date of June 30, 2001 to June 29, 2003. The second year of allocation in the amount of $989,264 will be extended from a termination date of June 30, 2002 to July 15, 2004.
