SUBJECT: Request for Authorization to Apply for and Accept Funding from the

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Librarian to apply for and accept California State Library funding in the amount
of$44,002 for the period of July 1, 2001, through June 30, 2002, to fund two (1.75 FTE) Library Literacy Specialist
— Project positions and fund mileage reimbursement.
FINANCIAL IMPACT:
Funds committed to Project Second Chance by the Contra Costa County Library, Contra Costa Housing Authority,
PSC, Inc., private foundation grants and other private donations are matched by the California Library Literacy
Service(CLLS). The ratio of State to local funds for fiscal year 2001/2002, is estimated to be $1 of State Funds to
$5.65, or 17.7% of local funds. The total amount being certified iss248,597. Contra Costa County Library funds
total$174,597;$50,000 in private funds from the Silver Lining Foundation;$5,000 in private funds from the Lesher
Foundation;$13,000 in costs underwritten by PSC, Inc.; and $6,000 from the Contra Costa Housing Authority.
BACKGROUND:
Funds were made available to fifth year and beyond library literacy programs during FY 1990-1991, via a bill
known as AB 3381 (Baker). The amount available is based upon funds provided by the Contra Costa County
Library's local funds and funds raised through community support and/or grants. Each year's request is based on
a minimum match estimated by the California State Library. County funding is available for a full-time Library
Literacy Director and one full-time Senior Clerk. Additional funding is sought through State matching funds to fund
one full-time and one part-time Library Literacy Specialist— Project, to serve as tutor/learner coordinators in
CentralMest and East Contra Costa County. They will recruit andtrain volunteer tutors, maintain tutor/learner
relationships, interview adult learners for placement with tutors, evaluate tutoring processes and recommend
tutoring materials. Funds will also be directed for mileage reimbursement.
