SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ACCEPT the attached Annual Report submitted by the Juvenile Systems Planning Advisory
Committee (JSPAC).
CONCUR with the recommendation of the JSPAC that it continue in its present capacity and
with the continued staffing support from the Probation Department.
CONCUR with the recommendation that JSPAC continue its involvement in the Juvenile Hall
construction project.
APPOINT a member from each of the five supervisorial districts to serve on the JSPAC
Committee by September 1, 2001.
DIRECT the JSPAC to submit to the Family and Human Services Committee, by October 16,
2001, a list of recommended JSPAC members for adoption.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On July 23, 2001, the Family and Human Services Committee considered a report from Chris
Adams, Chair . JSPAC and Steve Bautista, County Probation Officer, on the history,
accomplishments and future direction of the Juvenile Systems Planning Advisory Committee
(JSPAC).
In addition to reviewing the written report, Ms. Adams noted the exceptional success of the
animals in the Tender Loving Care .Terry Star Kennel. Ms Adams also noted that heavy
construction equipment appeared on the site of the new juvenile hall the day after the ground-
breaking ceremonies ready to begin work immediately.
Ms. Adams stressed the need for an updated list of JSPAC members and offered to provide to
the committee a list of recommendations once each Board Member has selected a
representative.
Supervisors Federal Glover and Mark DeSaulnier thanked Ms. Adams and Mr. Batista for their
efforts and requested them to report to the Board of Supervisors on the status of the JSPAC.

RECOMMENDATIONS:
For Fiscal Year 2001-2002 four recommendations are being submitted to the Family & Human
Services Committee of the Board of Supervisors for Contra Costa County.
1. In light of the valuable history JSPAC has had with the Contra Costa County Juvenile
Systems, it is being recommended that JSPAC continue in its present capacity and with
the continued staffing of the Probation Department.
2. It is recommended that each Supervisor from the five supervisorial districts appoint a
member from their constituency to serve on the JSPAC committee. It is requested that
this appointment be made prior to September 1, 2001.
3. Chairpersons Chris Adams and Steve Bautista will submit to the Family & Human
Services Committee by October 16 a list of JSPAC members. It is being recommended
that the Board of Supervisors adopt this list as Board appointed JSPAC members.
4. Inasmuch as JSPAC has been involved in the Juvenile Hall construction project since the
early 1990's, it is being recommended that they continue to be involved in this project
until its completion.
,ISPA.0 HISTORY:
In 1992 the Board of Supervisors formed the Juvenile Hall Replacement Committee to advise the
Board of Supervisors regarding the replacement or remodel of the County's antiquated juvenile
hall.
Appointees to this committee came from all parts of our County, forming a rather representative
cross-section of private citizens, law enforcement and other County agencies.

Since 1992 the original Juvenile Hall Replacement Committee has evolved to become the
Juvenile Systems Planning Advisory Committee, better known as JSPAC, of today. Its concerns
have expanded to include a continuum of care for minors who find themselves at risk in Contra
Costa County.
Many of the original Juvenile Hall Replacement Committee members have remained active in
this committee since its inception. As we present today, we celebrate the inception of the
groundbreaking construction for the new Contra Costa County Juvenile Hall.
2000-2001 ACCOMPLISHMENTS:
In May of 2000 the Frederica M. Edgar Transition Center was opened. This program is a
transition between minors completing their program at the Orin Allen Youth Rehabilitation
Facility and reintegration into the community. It is a day treatment program which
accommodates 20 young men. To date,with the exception of three months,the program has
remained at capacity since its opening. This program focuses on academics, employment and
chemical free living.
Contra Costa County was successful in applying for a construction grant to expand the Tamalpais
living unit at the county juvenile detention facility. In July of 2000, the unit opened with its
extended capacity to 30 individual rooms. The design and layout of this unit will complement
the new juvenile hall facility.
Because of the systems approach to juvenile issues in Contra Costa County, JSPAC has been
instrumental in an advisory capacity to assist in the development of a spending plan through CPA
2000 which enabled the Probation Department to keep many of the components of the
SafeFutures grant which is targeted to expire in September of 2001. These program components
include the Summit boys' mental health treatment residential program. This program is a
cooperative effort between Children's Mental Health, Contra Costa County Office of Education
and the Probation Department. It accommodates 20 young men in a residential program which
utilizes a rich mixture of Children's Mental Health, Education, and Probation. The Ranch
Aftercare Program has not only been able to remain intact, but has been targeted for expansion by
two deputies to increase the aftercare from 30 days to 60 days. The Volunteers in Probation
(VIP) components funded under SafeFutures will continue to operate as set up under the
SafeFutures grant.
In December of 2000 the Chris Adams Girls' Center celebrated the opening of the Tender Loving
Care Terry Starr Kennel. This kennel is part of the Chris Adams girls' residential program which
introduces animal therapy as a component of treatment for young women in this program. Since
its opening several discarded animals have been socialized and adopted out as a result of their
socialization. Those who have viewed the program find it to be a very positive component of the
treatment milieu.

An accomplishment which often goes unnoticed is the ground work that is done in preparation of
construction. Five community meetings were held during 2000-2001. JSPAC was represented
very strongly at these community meetings. Their support assisted in changing the community's
attitude toward the construction from a negative to a positive. Several requests were made at
those community meetings by the citizenry which have since been adopted. The general attitude
today is one of support rather than opposition.
On May 8, 2001 Contra Costa County Board of Supervisors, community members, County
agencies, JSPAC, and Superior Court celebrated the groundbreaking for the new Juvenile Hall
construction. A visit to the Juvenile Hall today will find heavy equipment at work building the
facility which we hope to occupy in 30 months. On an annual basis a spending plan must be
developed for the proposed expenditures of the TANF funds. JSPAC assisted in the
development and adoption of a spending plan submitted to the County Board of Supervisors for
adoption. This is an annual effort which JSPAC has been involved in since its inception in the
mid-90's.
DIRECTIONS FOR YEAR 2001-2002:
In an endeavor to keep our continuum of care current, JSPAC, in conjunction with SafeFutures,
will be participating in a day-long workshop to identify unaddressed needs and develop a plan to
secure those services.
The need for Bast County services continues to be an issue. JSPAC will continue to support the
endeavor to develop these services. Currently the Probation Department has identified a
potential location to open an office within the City of Antioch. JSPAC has identified the need
for an updated kitchen and dining facility.at the Orin Allen Youth Rehabilitation Facility. As
additional monies become available through State and Federal grants, JSPAC will assist in
developing grant applications which hopefully will provide for a replacement building.
