Children and Families Commission ) RESOLUTION NO. 2001/347
WHEREAS, the Contra Costa Children and Families Commission was established by The
California Children&Families Act and adopted by Ordinance 99-1.5 of the Contra Costa County
Board of Supervisors on June 15,1999 for the purpose of protecting the health and well being of
children 0-5 years, promoting school readiness and strengthening family functioning of young
children and
WHEREAS, the incorporating board of the Contra Costa County Children and Families
Commission unanimously on January 3, 2000 selected Kathleen Tabor as the first chair for the
commission and voted unanimously for a second term, and
WHEREAS, her leadership, skill and tireless efforts led to the completion of a six month
strategic planning process incorporating community outreach across the County, the polling of
400 families of young children and incorporation of the technical work on three workgroup
committees of professional experts and community advocates, and
WHEREAS, under her leadership, a Strategic Plan for the Contra Costa Children and Families
Commission was adopted on June 1.2, 2000, and an Implementation Plan was organized and
adopted in October 2000, to administer the fund to serve young children and their families and
allocate over$5 million dollars in programs, and
WHEREAS, her advocacy on behalf of the children of Contra Costa County has led to the
development of new partnerships to improve children's health with Home Visitation, Mental
Health and Family Literacy, and the designation of $4 million dollars towards those future
efforts and
WHEREAS,Kathleen Tabor has provided numerous hours of technical assistance for the start-
up of the Children and Families Commission, and the Children and Families Administrative
Office, and her friendship and expertise will be missed.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County
commends and thanks Kathleen Tabor for her excellence of leadership and her advocacy for the
development of the Children and Families Commission and, on behalf of all the young children
in Contra Costa County,her consistent efforts to improve the health, well being and education
of young children within Contra Costa County.
PASSED by unanimous vote of the Board of Supervisors members present of this 7f day of
August 2001.
