SUBJECT: Supervisorial Redistricting Ordinance
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. RECEIVE testimony and CLOSE public hearing.
2. CONSIDER ADOPTION of Ordinance, introduced on July 17, 2001 and amended on July 24,
2001, establishing the decennial supervisorial redistricting plan for Contra Costa County, based
on U.S. Census 2000 (Ordinance No 2001-13).
FISCAL IMPACT
No additional impact beyond those specified on April 24, 2001 Board Order concerning redistricting
of the County supervisorial districts.
BACKGROUND/REASONS FOR RECOMMENDATIONS
This Ordinance, which was introduced on July 17, 2001 and-amended on July 24, 2001, establishes
new supervisorial boundaries based on the U.S. Decennial Census 2000. The Ordinance is based
on redistricting scenario 4e, as modified and approved by the Board of Supervisors on July 10 and
July 24, 2001. On July 24, 2001 the Board of Supervisors directed staff to move the proposed
boundary between District I I I and V such that all of the Knightsen area is kept together in District 111.
Additionally, staff has corrected the map such that the northern boundary between District I and II
follows the boundary of Census Tract 3591.01 as specified in the Ordinance. This correction to the
map does not change the population per district because the entire area affected is within San Pablo
Bay. A copy of the proposed ordinance(Ordinance 2001-13) is attached as Exhibit 1. The*maps are
attached as Exhibit 2 and the population totals by district are attached as Exhibit 3.

ORDINANCE 2001-13 EXHIBIT 1 .
(SUPERVISOIRIAL REDISTRICTING)
The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the Enacted or amended provisions of the County Ordinance
Code):
SECTION I. SUMMARY: This ordinance establishes the decennial supervisorial redistricting plan
for Contra Costa County as required by Elections Code sections 21500 — 21506.
SECTION II. This ordinance repeals Article 24-2.2 of the County Ordinance code and replaces
it with new Article 24-2.2 set forth below.
SECTION III. Article 24-2.2 is added to the County Ordinance Code to read:
Article 24-2.2
Supervisorial Districts
24-2.202 Census Tracts Used. The supervisorial districts are described by reference to
census tracts (CT), Blocks, and Block groups used in the 2000 federal decennial census as
established by the U.S. Bureau of the Census and filed with the County Community Development
Director, the exterior boundaries of which are the boundaries of each supervisorial district, except
where partial tracts are designated by reference to established local boundaries. (Ords. 2001-13,
91-45, 86-90, 82-43, 81-71, 71-87: prior code section 2102: Ord. 1786.)
24-2.204 District I. Supervisorial District I comprises these census tracts: ..

CTs 3602 through 3620, 3650.01 through 3920.
Partial Census Tracts:
CT 3560.02 -The part inside the city of Richmond as of January 1, 2000; and census blocks 2034-
