SUBJECT: Approval of Contract 474-063-1 with New Connections
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #74-063-1 with New
Connections, in an amount not to exceed $340, 795, to provide dual-diagnosis
treatment services for Seriously Emotionally Disturbed (SED) adolescents
admitted into the West County Youth Drug Court, for the period from July 1,
2001 through June 30, 2002 .
FISCAL IMPACT:
This Contract is 48 . 7% Federally funded and 51 . 3% State EPSDT and Drug Court
funded.
CHILDREN'S IMPACT STATEMENT:
This Dual-Diagnosis Program will support the following Board of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and Youth Self Report (YSR) and -a decrease in
juvenile offender recidivism as measured by probation database information.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides day treatment and mental health services to dually-diagnosed
adolescents and their families in order to reduce unsafe behavior, improve
school attendance and performance, avoid out-of-home placement, and deal
with emotional problems .
On May 23 , 2000, the Board of Supervisors approved Contract #74-063 with New
Connections to provide dual-diagnosis treatment services to SED adolescents
admitted into the West County Youth Drug Court for the period from April 1,
2000 through June 30, 2001 .
Approval of Contract #74-063-1 will allow the Contractor to continue
providing services through June 30, 2002 .
