SUBJECT: Approval of Contract #24-773-5 with
Milhous Children' s Services, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(SZ:
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-773-5 with Milhous
Children' s Services, Inc . , in an amount not to exceed $82 , 687, to provide
a day treatment program for Seriously Emotionally Disturbed (SED)
adolescents and latency-age children at Milhous Treatment Ranch, for the
period from July 1, 2001 through June 30, 2002 .
FISCAL IMPACT:
This Contract is funded 48% by Federal Medi-Cal , 45% by State EPSDT, and 7%
by Mental Health Realignment . Contractor will bill Medi-Cal through the
current County system under the Rehabilitation Option for all eligible
services, and the Federal Financial Participation will accrue to the County.
CHILDREN' S IMPACT STATEMENT:
This Mental Health program supports the following Board of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides mental health day treatment for wards of the court to reduce the
need for hospitalization.
On June 27, 2000, the Board of Supervisors approved Contract #24-773-4 with
Milhous Children' s Services, Inc . for the period from July 1, 2000 through
June 30, 2001 for operation of a day treatment program for Seriously
Emotionally Disturbed (SED) adolescents and latency-age children at Milhous
Treatment Ranch. Approval of Contract #24-773-5 will allow the Contractor
to continue providing services through June 30, 2002 .
