SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(): Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-070-2 with FamiliesFirst, Inc. , in an amount not to exceed $131, 400, to provide an intensive day treatment program for Seriously Emotionally Disturbed (SED) adolescents, for the period from July 1, 2001 through June 30, 2002 . FISCAL IMPACT: This Contract is 51 .4% funded by Federal Medi-Cal and 48 . 6% by State EPSDT funds . Contractor will bill Medi-Cal through the current County system under the Rehabilitation Option for all eligible services, and the Federal Financial Participation will accrue to the County. CHILDREN'S IMPACT STATEMENT: This mental health day treatment program supports the following Board of Supervisors ' community outcomes : "Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides mental health day treatment for wards of the court to reduce the need for hospitalization. On August 15, 2000, the Board of Supervisors approved Contract #74-070 (as amended by Contract Amendment Agreement #74-070-1) with FamiliesFirst, Inc . for the period from July 1, 2000 through June 30, 2001, to provide an intensive day treatment program for Seriously Emotionally Disturbed (SED) adolescents . Approval of Contract #74-070-2 will allow the Contractor to continue providing services through June 30 , 2002 .
