SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT FOR HEAD
START PROGRAM WRAP AROUND SERVICES.
Specific Request(S)or Recommendation (S)&Background and Justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute contract amendment #38-461-4 with YWCA of Contra Costa County
to increase the payment limit by $35,179 to a new payment limit of$70,358 for
continued Head Start program wrap around services for the period from
January 1, 2001 through December 31, 2001.
II. FINANCIAL IMPACT:
This contract is funded through the 2001 Head Start Basic Grant. Funding for
this contract is included in the Community Services Department's FY 2000-
2001 budget. No County funding is required.
III. CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree.of
social competence in preschool children from low-income families.

IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Executive Branch of the Federal government and the National Head Start
Program have promised the American public to serve one million children by the
year 2001. Traditionally, most Head Start children have been served in part-day,
part year programs. With the implementation of Welfare-to-Work measures,
these services no longer fit the needs of low-income populations.
In response to the need of Head Start parents and CalWORKs participants in the
County, the Head Start program has made a commitment in its 1999 - 2001 three
year plan to provide Head Start services to enrolled children for twelve hours per
day, fifty-two weeks per year.
This goal can be achieved through childcare partnerships. The Community
Services Department has already initiated a collaborative effort between its Head
Start and Child Development Divisions.
Approval of this contract amendment with the YWCA of Contra Costa County, will
allow the contractor to continue their existing extended full-day services. This will
allow the County Head Start program to"serve additional children in a full-day, full
year environment at a significantly reduced cost.
