REASONS FOR RECOMMENDATIONS/BACKGROUND: The Executive Branch of the Federal government and the National Head Start Program have promised the American public to serve one million children by the year 2001. Traditionally, most Head Start children have been served in part-day, part year programs. With the implementation of Welfare-to-Work measures, these services no longer fit the needs of low-income populations. In response to the need of Head Start parents and CalWORKs participants in the County, the Head Start program has made a commitment in its 1999 - 2001 three year plan to provide Head Start services to enrolled children for twelve hours per day, fifty-two weeks per year. This goal can be achieved through childcare partnerships. The Community Services Department has already initiated a collaborative effort between its Head Start and Child Development Divisions. Approval of this contract amendment with the YWCA of Contra Costa County, will allow the contractor to continue their existing extended full-day services. This will allow the County Head Start program to"serve additional children in a full-day, full year environment at a significantly reduced cost. I I`1J ''y ' .I 1. .. ,. .. . . .. ._.... ... , . . ... .. .I; .r . . . . ,.
