GILBERT, DIRECTOR OF GENERAL SERVICES Contra Costa DATE: August 7, 2001 .rr1 E ur+i - County SUBJECT: APPROVING THE SECOND AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR REMODEL AND OFFICE LANDSCAPE PARTITIONS MODIFICATIONS, 1305 MACDONALD AVENUE,RICHMOND (WH368B) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE Second Amendment authorizing extra work under the Consulting Services Agreement dated November 16, 1999, with Daniel Rainey, Architect, for architectural services for Remodel and Office Landscape Partitions Modifications, 1305 MacDonald Avenue, Richmond for Employment and Human Services Department. The Second Amendment increases the scope of services and increases the payment limit from $213,557.00 to $303,248.00, an increase of$89,691.00. B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting services agreement and to issue written authorization for extra work, in addition to the authorizations for the Second Amendment, provided that the cumulative total extra cost for such additional authorizations shall not exceed $25,000.00. II. FINANCIAL IMPACT Architectural costs are one component of a total project cost currently estimated at $4,673,550.00. This project will be financed by a bond issue later in FY 2001-02. Debt service payments are included in the FY 2001/02 budget for the Department of Employment and Human Services. Debt service payments are allocated across all EHS program areas as part of the Department's general and administrative overhead costs. These costs are eight percent (80%) funded by the Federal and State governments and twenty percent (20%) funded by the County. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. On November 16, 1999 the Board of Supervisors approved and authorized the Director of General Services to execute the original consulting services agreement with the Consultant. The agreement provides for the construction document phase, bidding phase and contract administration services for the Remodel and Office Landscape Partitions Modifications, 1305 MacDonald Avenue, Richmond for Employment and Human Services Department. The First Amendment increased the scope to provide: 1. Additional architectural and consulting services due to design changes and expanded project scope. Scope changed to: a. Demolition and reconstruction of additional sections of the office work areas on the first, second and third floors. b. Increased the number of workstations from 183 to 253. c. Added a new two-story elevator tower. 2. Appendix B, Paragraph F was amended to add reimbursable expenses for items in Appendix B, Paragraph D, subparagraphs 3, 4 and 5 in the amount of$7,500.00. C. The Second Amendment increases the scope of service and provides for additional design services for the period February 1, 2001 through June 15, 2001. 1. First Floor Revisions: Remodel reception area located at southeast corner of floor to remove existing built-in reception stations; remove and reconstruct wall between reception and waiting room; and add four new walk-up windows. Remove eight built-in interview rooms at north and northwest sides of floor, and replace with systems furniture workstations. Remodel men's and women's rooms to construct dressing room for clothes closet, and an additional interview room. Relocate existing janitor's room to east side of building. 2. Second Floor Revisions: Redesign standard workstation in open office to down size from a 7' x 9' workstation to a 7' x 8' workstation and design additional work counters along central corridor. Redesign northeast quadrant of floor to accommodate volunteers, fraud, appeals, storeroom and data control. 3. Third Floor Revisions: Redesign south half of floor to accommodate the General Assistance Program including a new waiting/reception area and classroom. 4. Complete schematic design and design development for new elevator tower. 5. Appendix B, Paragraph F is amended to increase reimbursable expenses from $7,500.00 to $8,500.00.
