S. Environmental Protection Agency providing for the assignment of John Kirby Narcisse, Jr. to Contra Costa County for the period December 5, 1983--November 30, 1984 to conduct asbestos survey and abatement program. BACKGROUND: See attached letter and agreement from Regional Office of Environmental Protection Agency. County share of Mr. Narcisse's salary and benefits will be paid from existing Environmental Health budget by leaving vacant one Occupational Health Specialist position. Review plans and specifications for modification or construction of facilities to determine the presence of friable asbestos- containing materials. 3. Provide technical and administrative assistance regarding regulatory requirements affecting asbestos activities. 6. Provide technical assistance about asbestos to county employees and homeowners by conducting workshops and answering inquiries for information. 7. Monitor abatement and control activities at county facilities and evaluate contractor performance. 8. Monitor building maintenance and construction activities where asbestos-containing materials are present. 9. Assist in the preparation of bid packages soliciting bids for abatement activities. 10 . Develop preventive maintenance schedules as required. 11. Coordinate, as required, activities between the county and agencies that regulate asbestos. 12. Prepare final report summarizing the findings of the asbestos survey noted in #3. 13. Assist with the activities of the County toxics program when needed. 208 Contra Costa County Revised: March 1981 OCCUPATIONAL HEALTH SPECIALIST DEFINITION: Under direction, to conduct a program of industrial hygiene to ensure that occupational and community health environments are main- tained according to occupational and public health standards and regulations; to analyze, evaluate, and make recommendations for control or elimination of occupational or environmental health hazards; and to do related work as required _ DISTINGUISHING CHARACTERISTICS: l .Occupational Health Specialist is the entry level in the Occupational Health Specialist series. Incumbents conduct investigations and examinations of industrial, governmental , and community sites regarding possible health hazards. Such investigatory work involves numerous public contacts which may frequently be of a difficult nature and require non- standard responses. Incumbents' in this- classification spend a gredt 'amount of time in the field where they must exercise some independent judgement. The class is distinguished from Senior Occupational Health Specialist in that the latter class is responsible for conducting more complex and in depth studies in the fields of industrial and environmental health and providing consultation, education, and training to governmental and business establishments as well as to community groups within Contra Costa County. This class receives direction from the Director of Occupational Health Services. i TYPICAL TASKS: Conducts preliminary surveys and makes evaluations of occupational 11 work sites; conducts studies of potential health hazards in the areas of b toxicology; biology, chemistry, or engineering; prepares reports of findings and makes recommendations for the elimination or control of hazardous conditions; assists in the design, construction, and use of special field apparatus; conducts studies and evaluations of hazardous waste at the phase of generation, transportation, and disposal ; investigates and evaluates potential community health hazards related to air, noise, water, and soil qualities; collects statistics and information related to occupational health from industry and government; provides information on the techniques of evaluation and control of health hazards to industrial and community members; interprets Federal , State or local industrial health standards; prepares correspondence and reports on investigations and evaluations. MINIMUM QUP.LIFICATIONS: Education: Possession of a baccalaureate degree from an accredited coTTege or university with a major in industrial engineering, chemistry, a physical or biological science or in a curriculum recognized as being qualifying toward certification by the American Board of Industrial Hygiene. 200 .
