SUBJECT: APPROVE and AUTHORIZE the Public Works Director to execute the Purchase and Sale
Agreement, ACCEPT the Grant Deed from Richard R. Buscaglia and Nathan J. Bales and
AUTHORIZE the payment of $13,650 for property rights in connection with the Port Chicago
Highway Widening and Intersection Improvement Project, Bay Point Area. [CDD-CP# 00-56]
(Redevelopment Agency 51%, Navy Mitigation 31%, and Bay Point Area of Benefit 18%) Project

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. APPROVE the Purchase and Sale Agreement and ACCEPT the Grant Deed dated June 7,
2001 from Richard R. Buscaglia and Nathan J. Bales.
B. AUTHORIZE the Public Works Director to execute said Purchase and Sale Agreement on
behalf of the County.
C. APPROVE the payment of $13,650.00 for said property rights and AUTHORIZE the
Auditor-Controller to issue a check in said amount payable to Old Republic Title Company,
3000 Clayton Rd., Concord, CA 94519, Escrow No. 302385-CO to be forwarded to the
Real Property Division for delivery.
D. DIRECT the Real Property Division to have the above referenced Grant Deed recorded in
the Office of the County Recor r.

II. Financiallmpact:
The activity is funded by the Redevelopment Agency (51%), the Navy Mitigation (31%), and the
Bay Point Area of Benefit (18%).
III. Reasons for Recommendations and Background:
These property rights are required for the Port Chicago Hwy. Widening and Intersection Project in
accordance with the approved plans and specifications.
IV. Consequences of Negative Action:
The project will not have sufficient land rights to allow construction in accordance with the
approved plans and specifications.

Parcel 11 (Fee Title)
Real property in an unincorporated area of the County of Contra Costa, State of California, Being a
portion of Section 10 Township 2 North, Range 1 West Mount Diablo Meridian,also being a portion
of the parcel of land described in the deed to Nathan J. Bales, recorded December 29, 1988, in Book
14800 of Official Records at Page 653 (50% interest), and the deed from Richard J. Buscaglia,
recorded March 11,1987, in Book 13500 of Oficial Records at Page 299 (50% interest), Contra
Costa County Records, described as follows:
Beginning on the east line of the 7.00feet in width strip of land described in the deed from Ida
Manning, et al,to Contra Costa County, recorded April 7, 1896 in Volume 73 of Deeds at page 4, at
