INCORPORATE additional requirements (Attachment 1) into the adult volunteer position description. 2. CHANGE the appointment terms for Districts IV and V to coincide with the Youth Commissioner terms and those of the other district adult volunteer terms: September 1 — August 31 and EXTEND the terms from one to two years. 3. AGREE that each District Office is to issue timely press releases and other forms of announcements of adult volunteer vacancies. 4. INCLUDE the Countywide Youth Commission staff in the interview and selection process of adult volunteer candidates. BACKGROUND: On June 5, 2001, the Board of Supervisors requested that the Internal Operations Committee assist the Countywide Youth Commission (CYC) in securing adult volunteers to supervise and coordinate the youths participating on the Commission. The action of the Board that originally established the Countywide Youth Commission (September 13, 1994) included a requirement for one adult volunteer from each Supervisor's District to provide advice, supervision and transportation to the youths on the Commission. In addition, it was recommended that each County Supervisor be responsible for selecting his or her adult volunteer. The Commission has experienced some difficulties with retaining adult volunteers in the past because the responsibilities and requirements of the positions were not sufficiently specific, District announcements of new opportunities were not timely, and the terms of the appointments were not long enough for an adult volunteer to become most effective at carrying out his/her responsibilities. To assist the District Offices in securing qualified and committed adult volunteers to serve on the CYC, our Committee recommends that each County Supervisor timely recruit and advertise for adult volunteers and provide potential applicants with the attached description of the requirements and responsibilities of a CYC Adult Volunteer. We also recommend that the CYC staff be included in the interview and selection process. To enable all of the CYC adult volunteers to become highly effective, we recommend that the terms of appointment be extended from one to two years. It is expected that most of the learning and orientation process would occur in the first six months to one year, and that the volunteers would be most effective in the second year of their terms. The UC Cooperative Extension Department, which sponsors the CYC, has instituted mandatory requirements for all adult volunteers that include an orientation process. In addition, the CYC staff will encourage adult volunteers to develop leadership and meeting facilitation skills to further assist the youths on the Commission.
