No General Funds are involved. The Community Development Department has received $502,460.07 to date. Additional funds may be received in the future. Transfer of the funds from County Trust Funds (810900- 0830)to the Redevelopment Agency(Fund 7888)will permit the funds to be budgeted and programmed for child care facilities as intended by the County's Child Care Ordinance. BACKGROUND/REASONS FOR RECOMMENDATIONS The County's Child Care Facilities Ordinance was adopted in 1988. The ordinance requires development projects to undertake a child care needs assessment and to develop a response plan as conditions of development approval. The response plan may include the direct provision of child care services on-site, the direct funding of on or off-site facilities undertaken by third parties, or the payment of fees. The Community Development Department is, among other things, responsible for the development of child care programs pursuant to the intent of the Ordinance. The Redevelopment Agency is undertaking activities in four project areas— N. Richmond, Rodeo, Bay Point, and Pleasant Hill BART. Because of the following factors the Agency represents an appropriate mechanism for budgeting child care fee revenues and developing new or expanded child care facilities contemplated by County Ordinance 82-22: • Three of the communities have a high percentage of Welfare-to-Work participants who need access to child care to successfully participate; • All four communities are in infill/smart growth settings; • Two of the communities have transit oriented development programs where child care facilities are an appropriate land use; and • The potential to use these funds in a setting where significant financial leverage is achieved.
