TO: BOARD OF SUPERVISORS
FROM: Supervisor Tom Torlakson Contra
COSta
DATE: November 15, 1983 County
SUBJECT: SURPLUS PROPERTY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Informational : Several weeks ago I received for my information
a long list of equipment identified by our Purchasing Department as
possible surplus property. Shortly thereafter, I received a request from
Battered Women's Alternatives for three or five readers which were included
on the surplus list. It is my understanding that there currently is no
process for transferring surplus equipment to a contract agency either as
a donation or on a lease basis . I have learned that once equipment is
determined surplus the items are either auctioned off or scrapped.
Recommended Action: Refer to the Auditor's Office to analyze
the present process and review the alternative of donating or leasing equip-
ment to contract agencies . Additionally, refer the request from Battered
Women 's Alternatives to the Auditor' s Office for specific review. Request
a report from the Auditor outlining the surplus property procedures and
the advisability of developing guidelines for donating or leasing equipment.
