FISCAL IMPACT The County General Fund owns a surplus real estate asset within the area. One of the issues that needs to be worked through to provide the County an opportunity to dispose of the site and realize its asset value. The County Flood Control District also owns property in the subject area and desires to move forward with the City of Pleasant Hill and the school district in identifying a feasible,fair,and cost effective plan of finance. Diablo Uned School District BY ( t I,�(,� South Pleasant Hill Issues August 14,2001 Mark DeSaulnier Page 2 BACKGROUND/REASONS FOR RECOMMENDATIONS Contra Costa County owns the former Oak Park Elementary School site in the City of Pleasant Hill. The site is a County General Fund real estate asset. The site has been deemed surplus to County needs. The Community Development Department has been charged with working with the City of Pleasant Hill and its Redevelopment Agency to accomplish a re-use program for the site. The County Flood Control District also owns approximately 6.5 acres in the Beatrice Road area. This property was acquired for a future detention basin. The potential flood control detention basin would require adjoining additional parcels not currently owned by the Flood Control District. The County also owns the 4.8 acre site that currently houses the County Central Library and the library administration function. This property is immediately west of the former Oak Park Elementary School site. Table 1 below describes the County's property interest. Maps of the site are included in Attachment A. The purpose of this report is to outline the many complex considerations that relate to the County's property interest's,including the disposition of the former Oak Park Elementary School site to realize its asset value for the County General Fund. Because of the many complexities,I have recommended that a policy level Task Force consisting of three entities be created to oversee the proceedings. The parties are: Contra Costa County—two members of the Board of Supervisors,City of Pleasant Hill,two members of the City Council,Mt.Diablo Unified School District—one member of the School Board. The Policy Task Force would be assisted by technical staff from the County (Flood Control/Public Works,Community Development,Library,and County Administrator's Office)the City(Public Works, Community Development, Redevelopment,and City Manager)and the School District. The remaining portion of this report will generally describe the various County interests in the south Pleasant Hill Area as it relates to these various property holdings. This description represents a fairly simplified version of the current setting. County General Fund Interest The County General Fund interest is represented in the former Oak Park Elementary School site. This site was acquired in 1981 by the County in a swap of land with the Contra Costa County Office of Education. The property was originally acquired for a central county courts complex. The conceptwas not pursued due to community and neighborhood opposition.. In the early 1990's the County participated in a joint planning process with the City of Pleasant Hill and its Redevelopment Agency, the Mt. Diablo Unified School District, and the Pleasant Hill Park and Recreation District. The purpose of this joint planning process was to develop a cohesive development concept for the reuse of the County holdings and the former Pleasant Hill High School site which is adjacent to the County property. While numerous meetings were held and a conceptual plan ultimately formulated,the reuse plans were not pursued because the Mt.Diablo Unified School District determined that it should retain the former Pleasant Hill High School site in its school inventory. The facility currently functions as a middle school. In the ensuing years the County worked with the City of Pleasant Hill to develop a plan for disposing of the former Oak Park Elementary School site as part of a reuse program. The initial goal was to lease the property for either commercial or multi-family residential uses. It was determined that the site was undersized for commercial. Furthermore,the planning staff preferred a residential use on the site. These discussions also resulted in the City discouraging a multi-family rental use on the property, rather preferring a higher density single-family use in the 12-14 units per acre range. An offering document for the property has been prepared. Prior to issuing the offering document,the City of Pleasant Hill requested that the County provide the Mt. Diablo Unified School District with an opportunity to acquire the Oak Park Elementary School site as a school facility. In October, 1998 the Mt.Diablo Unified School District Board determined that it had no interest in pursuing establishment of an elementary school on the Oak Park site. Once again the County was prepared to initiate an offering for the property. The City of Pleasant Hill once again asked the County to delay plans for such an offering pending an analysis of its flood control needs and the potential relationship of the Oak Park site to addressing those needs. The current status of the property with this flood control element is still to be determined. Flood Control Interest—Grayson Creek and Murderers Creek Watershed In the early 1960's the Flood Control District constructed concrete and earthen channels in portions of Grayson Creek and up to the confluence of Grayson Creek and Murderers Creek. These facilities provide flood protection for much of Pleasant Hill. The upper portions of Grayson Creek and Murderers Creek watershed still experience flooding. In the mid 1980's the Flood Control District developed Drainage Area 46, a plan for flood protection improvements for residents in the Grayson and Murderers Creek Watersheds. In developing the drainage area plan the Flood Control District completed an environmental impact report on several WAPmonalfBOARDORDEM 8.01.SoathPleasantHill i . Input from the community in the development of the Drainage Area 46 Plan, resulted in a conceptual plan consisting of a detention basin and a series of interception/bypass pipes draining into the detention basin and out to the concrete channel at the confluence of Grayson Creek and Murderers Creek. This concept plan allowed the natural portion of Grayson Creek and Murderers Creek to be preserved to the greatest extent possible. The heart and critical component of the plan is the detention basin. I In pursuit of the Drainage Area Plan,the Flood Control District purchased six and one-half acres of land for a detention basin at Beatrice Road, (Attachment A-3) as it was one of the very few areas available in the watershed to accommodate a detention basin. Additional properties would still need to be acquired to fully accommodate the detention basin. The property will work for a detention basin, however hydraulically it is not the best site due to its location at the lower end of the watershed. A detention basin located further upstream would function better. Over the years, two other properties were Ilooked at as sites for a detention basin. The first is the School District property upstream of the Flood Control District property. This is the former Pleasant Hill High School site that is currently being used for a middle school. Basin sites on this property include the football field and/or the adjacent playfields. The second property analyzed for a detention basin site is the parcel upstream of the school property,which is the former Oak Paris Elementary School site currently owned by the County. This parcel would function well as a detention basin but the property costs are the highest of the three properties. The latest review of alternatives for locating the detention basin has centered on an option that utilizes two of the three properties. Under this latest option,the detention basin function would be staged,with a small detention basin (1.75 acre) on the County property which would flood first, and a larger detention basin on the school district property which would flood less often. The City of Pleasant Hill has developed a conceptual plan of finance for addressing its flood control needs. The estimated $24.5 million project would, as proposed by the City, be funded by a combination of City resources ($13.5 million), County Flood Control ($9.5 million), and the County General Fund ($1.6 million). The County General Fund contribution would be via a dedication of a portion of the former Oak Park Elementary School site. Major policy/financial issues exist with respect to this proposed plan of finance, including: I • Eligibility of the project for Army Corps of Engineers funding; • Current Flood Control District resources are significantly below the amount set forth,and may result in opportunity costs for the District; • The contribution of General Fund revenue via land dedication for flood control has policy, financial,and perhaps legal implications for the County; • The siting of the facility and its joint use as a football field for the School District needs to be evaluated fully. • Determination of an accurate cost I estimate once the project is defined. All of the critical aspects of the project involve the County,the Flood Control District,City of Pleasant Hill, and the Mt. Diablo Unified School District. It is recommended that a policy task force be established with representatives from each of these four key entities. Staff from the County, Flood Control District,School District,and City have worked to prepare action plans for activities that need to occur over the next 12 months, to further this project along. Staff has also discussed financing strategies for project implementation. At this time,staff needs the direction from a policy task force to complete some of the key tasks and to keep the project on track and moving forward. Library Interest The Contra Costa Central Library facility is old, in need of repair, and is no longer efficient for its intended purpose. What is referred to as the Central Library consists of three functions: 1. Public services which serve Pleasant Hill and other surrounding communities. 2. Centralized public services provided County-wide,such as the toll-free telephone reference service and the literacy program,and special collections such as government documents and backfiles of magazines. 3. Centralized support functions such as automation, collection ordering and processing, shipping and delivery,and library administration. I Replacement of the Pleasant Hill Library facility will require finding space for and relocating these services at another location. The possible relocation of these functions to a location closer to the downtown area could provide synergy through both uses. Proposition 14,which was approved by the voters in March 2000,will provide$350 million statewide for library construction and renovation. Although these grants will be extremely competitive, this does provide an opportunity for state bond funds to construct a new library. The State Bond Act Board is currently establishing regulations for implementation of the bond act and the application for the first round is expected in June 2002. There is extensive and expensive work that needs to be done in order to submit an application, including a needs assessment, a building program, site selection, and I W APersomaRBOARDORDERS18.01.SouthPleasantl-lill I South Pleasant Hill Issues August 14,2001 Mark DeSaulnier Page 4 conceptual architectural design work. There will be two subsequent grant application cycles in 2003 and 2004. In addition to upgrading the quality of the library facility in Pleasant Hill,the cities and the County have entered into partnerships to support library operations. In the agreement,the City of Pleasant Hill has an obligation of approximately$200,000 per year to fund library operations. To date no funding has been forthcoming. The concept of the City of Pleasant Hill was to utilize a portion of the redevelopment property tax increment from the development of the former Oak Park Elementary site to fund the library operations. This could be legally accomplished through a Fiscal Agreement arrangement. The County and MDUSD have a business agreement that will result in the 2 acres being owned by the County in fee. City of Pleasant Hill General Plan Land Use Designation Designates the site as mixed use Multi-family, residential medium Semi-Public permitting a combination of office, density(20-29units/acre) Commercial/retail, and residential uses. Multi-family residential medium density (20-29 units/acre) are recommended for the site in the adopted General Plan. The City of Pleasant Hill has more recently expressed its preference for a detached single family residential use, i.e., courtyard homes at 10-14 units/acre. Zoning Planned Unit(PUD) Planned Unit(PUD) R-10 Circulation The City of Pleasant Hill's General Plan provides for an extension of Cleveland Rd.from its current southern terminus at Astrid Dr.to Oak Park Blvd.The City has more recently indicated that Cleveland Rd. will not be extended as a collector street.
