SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to contract with Laidlaw Transit, Inc., in the amount of$3,121,552 for development
and implementation of an 18-month pilot program to provide demand response shuttle
transportation services for CalWORKs participants for the period of September 1, 2001 through

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
contract with Laidlaw Transit, Inc., in the amount of$3,121,552 for development and implementation of an
18-month pilot program to provide demand response shuttle transportation services for CalWORKs
participants for the period of September 1, 2001 through February 28, 2003. (#21-768-0)

CHILDREN'S IMPACT STATEMENT*
The program supports all five of the Contra Costa County's community outcomes "(1) Children Ready for and
Succeeding in School", "(2) Children and Youth Healthy and Preparing for Productive Adulthood",
"(3) Families that are Economically Self-sufficient", "(4) Families that are Safe, Stable and Nurturing", and,
"(5) Communities that are Safe and Provide a High Quality for Children and Families" by assisting CalWORKs
participants with immediate short-term solutions and emergency transportation services.
RACKGROUNDe
Transportation has been defined as one of the major barriers to self-sufficiency for CalWORKs participants.
Transportation is often not available to travel to the locations and at the times CalWORKs participants need to
access employment and training opportunities. The proposed pilot program is a demand response or dial-a-ride
shuttle service to assist CalWORKs participants in the transition from welfare to work. This service has been
designed to assist participants with immediate, short-term transportation solutions for interviews, employment
and training until the participant can transition into long term transportation solutions (transit, carpool, van pool,
personal automobile) and to provide emergency transportation once the participant's long-term transportation
solution has been implemented.
Laidlaw Transit, Inc. has demonstrated success in providing transportation services to the CalWORKs
population through the bus driver training and employment program and the child voucher transportation
program, and as the transportation provider for the Guaranteed Ride Program in Santa Clara County, the model
used for this proposed CalWORKs Demand Response Transportation Service.
The implementation of the program will require the contractor to commit equipment and hire drivers. Laidlaw
Transit, Inc., provided driver training programs for CalWORKs participants under contract(s) with EHSD (RFP
#1050) and can employ those drivers for the demand response transportation program. During the 18-month
pilot, EHSD will conduct an o bid process for services identified and designed i e pilot pro ram.
