SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE a contract with Desarrollo Familiar, Inc. (#21-793) in the amount of$65,000
for bilingual/bicultural outreach services, for the period from August 20, 2001 through July
31, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with Desarrollo Familiar, Inc. (#21-793) in the amount of$65,000 for bilingual/bicultural outreach
services, for the period from August 20, 2001 through August 31, 2002.
FINANCIAL, IMPACT-
$65,000 TANF Performance Incentive Funds: 100 percent State.

This pilot project will support all of Contra Costa County's community outcomes: (1) "Children Ready for
and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood";
(3) "Families That are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and
(5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." The Bilingual
Outreach Pilot Project will provide bilingual and bicultural outreach, linking Latino residents to North
Richmond Service Integration Team (SITeam) services. By increasing accessibility and delivery of SITeam
services, by helping local families to overcome language and cultural barriers, residents of the communities
served by this pilot project will benefit from improved access to.
RACKGROUNDo
This pilot project will staff a full-time Bilingual/Bicultural Outreach Worker at the North Richmond SITeam
site.
The program seeks to increase accessibility and use of SITeam services among Spanish-speaking residents;
increase knowledge and use of community resources by residents, particularly of North Richmond and Old
Town San Pablo., provide interpretation and translation services; and deliver other services to underserved
Latino families.
