RECOMMENDATION A. APPROVE a consulting services agreement with Daniel L. Rainey, Architect, 104 Kevin Place, Martinez, for architectural and project management services for an Elevator Tower Addition at 1305 Macdonald Avenue, Richmond, for Employment and Human Services Department. The agreement will be effective August 14, 2001, with a payment limit of $34,820.00 which amount shall not be exceeded without prior, written authorization by the Director of General Services. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $5,000.00. II. FINANCIAL IMPACT Architectural costs are one component of a total project cost currently estimated at $535,300.00. This project will be financed by a bond issue later in FY 2001-02. Debt service payments are included in the FY 2001/02 budget for the Department of Employment and Human Services. Debt service payments are allocated across all EHS program areas as part of the Department's general and administrative overhead costs. These costs are eighty percent (80%) funded by the Federal and State governments and twenty percent (20%) funded by the County. III. RECOMMENDATIONS/BACKGROUND A. This agreement provides for the construction document phase, bidding phase and contract administration services for the construction of a new three-story elevator tower at the southwest corner of 1305 Macdonald Avenue, Richmond. The first floor will include space for a lobby and mechanical room. The second floor will include storage and lobby areas with rough plumbing for two future restrooms. The third floor will include a lobby and ADA accessible men's and women's restrooms. The Board approved a consulting services agreement for architectural and project management services with Daniel L. Rainey, Architect on November 16, 1999 for the Remodeling and Office Landscape Partitions Modifications at 1035 MacDonald Avenue, Richmond. C. Mr. Rainey was selected to provide architectural and project management services for this project because he successfully completed the schematic design and cost estimating services for the elevator tower and is knowledgeable of the needs and requirements of the Employment and Human Services Department. D. Negotiations have been completed and an appropriate agreement is ready to sign.
