In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Implementation Team Findings and Recommendations, including recommendations regarding Advisory Committee membership criteria. In March 2001, the Board approved amendments to the membership criteria. As amended, the Advisory Committee consists of 11 members: 4 Consumers aged 60 or older, 2 Consumers aged under 60, and one member from each Supervisorial District. The Advisory Committee currently has four vacancies. On August 6, 2001, the Internal Operations Committee approved the nominations of David Thayer and Joyce Molinari to the Advisory Committee, and recommend approval of these appointments to the Board. Approve Joyce Molinari for appointment to the IHSS Public Authority Advisory Committee as recommended by the Advisory Committee. Ms. Molinari is being recommended to fill the seat vacated by Ms. Karen Graver and to serve as a current IHSS consumer under 60 years of age. 2. Approve David Thayer for appointment to the IHSS Public Authority Advisory Committee as recommended by the Advisory Committee. Mr. Thayer is being recommended to fill the seat vacated by Ms. Geraldine Walker and to serve as a current IHSS consumer 60 years of age or older. BACKGROUND The Advisory Committee currently has positions for a consumer under 60 years of age and for a consumer 60 years of age or older that have been declared vacant by the Board of Supervisors. In seeking to fill these vacant seats, Public Authority staff reviewed applications on file, made presentations to the Council on Aging and Long Term Care Committee, placed notices in Contra Costa County newspapers.. sent letters and announcements to senior centers, housing programs and 5,100 IHSS recipients. These efforts resulted in six applications being received. Public Authority staff conducted phone interviews of all applicants. The Recruitment and Nomination Committee of the Advisory Committee considered the results of the phone interviews and chose to personally interview Ms. Molinari and Mr. Thayer, as well as two other applicants. As a result of these interviews, Ms. Molinari's and Mr. Thayer's applications were presented to and approved by the full Advisory Committee.
