Code of Contra Costa County as indicated having been introduced,
the Board by unanimous vote of the members present waives full
reading thereof and fixes November 29 , 1983 as the time for
adoption of same:
Section 1108-4 . 008 of the Contra Costa County
Ordinance Code relating to storage , notice and
auction of personal property coming into possession
of the Office of the County Sheriff.

SUBJECT: Relationship of the Private- Industry Council to the Advisory
Committee on the Employment and Economic Status of Women
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REQUEST:
Authorize appropriation in the amount of $2,250 to the Private Industry Council (PIC)
as the County share of funding, with the PIC to provide an equal amount of Federal funds
to provide support for the Advisory Committee on the Employment and Economic Status of
Women during fiscal year 1983-1984.
BACKGROUND:
The Advisory Committee (formerly Task Force) on the Employment and Economic Status of
Women was established by the Board of Supervisors in November, 1980 for a six-month
period to develop a report for the Board on women receiving CETA services and the
current status of CETA services to women, as well as a profile on the employment needs
and economic status of all women in Contra Costa County. Based upon the findings/
recommendations of this report and efforts on other work projects, the Advisory Committee
was granted an extension to February 28, 1986.
As requested by the Board of Supervisors on April 19, 1983, the Advisory Committee has
begun to develop plans to organize and coordinate a hearing on the economic status of
women and the growing "feminization of poverty" in Contra Costa County.
Previously, the Advisory Committee was funded under CETA with committee activities
targeted to the economically disadvantaged women in Contra Costa County. However, the
Advisory Committee has begun to expand their work agenda to include activities targeted
to the general female population, as requested by the Board of Supervisors. Under JTPA,
the PIC has a limited ability to support the efforts of the Advisory Committee and
activities funded by JTPA must be targeted to the economically disadvantaged.
The PIC has agreed to fund 50% of the Advisory Committee's fiscal year 1984 budget
(with a PIC limit of $3,500) contingent upon the Advisory Committee's ability to obtain
the other 50% funding from the Board of Supervisors. While the proportion of dis-
advantaged women to the total eligible population in this Service Delivery Area is
approximately 15%, the PIC felt that a support level of 50% was appropriate if half of
the committee time was directed to issues concerning economically disadvantaged women.
This would allow the committee to spend 50% of their time on PIC activities with the
other 50% of their time devoted to issues that concern women in general in Contra Costa
County and specific areas as requested by the Board of Supervisors.

Supervisor Torlakson moved to approve the recommendation; seconded
by Supervisor Powers.

During fiscal year 1984, the Advisory Committee anticipates that their budget
will be $4,500, which includes seven to ten hours per month of secretarial staff
support, copying, and mailing of Committee minutes and related material and stipend
reimbursement. In fiscal year 1983, actual stipends paid were $980 (as opposed to
potential $6,120). Accordingly, estimated actual expenditures are anticipated to
be $4,500, or less.
On August 2, 1983, the Board of Supervisors referred subject item to the Finance
Committee for recommendation. That Order also called for negotiations with the PIC
on the amount of staff time to be dedicated to the Advisory Committee.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize the Assistant Health Services Director--Public Health to form a professional
steering committee in the area of occupational--environmental health to review
Dr. Austin's study of the incidence of cancer in Contra Costa County, and make
recommendations to the Board of Supervisors on what additional actions the Board
should take. In addition, the steering committee should review the scientific and
clinical issues in occupational and environmental health, develop a program for
Contra Costa County, and recommend the direction the Board should take, including
the membership for an ongoing monitoring committee which could report periodically
to the 1984` Internal Operations Committee.
2. Remove this item as a referral to our Committee.
BACKGROUND:
On October 18, 1983, the Board referred to our Committee Dr. Austin's study of the
incidence of cancer in Contra Costa County. Our Committee has had on referral the
proposed composition of a committee to monitor that study and other occupational and
environmental issues in West County. Dr. Wendel Brunner, our Assistant Health Services
Director for Public Health, has submitted recommendations for the formation of a professional
steering committee of six members. We believe such a steering committee is necessary and
useful to assist the Health Services Department and the Board determine what further actions
should be taken in the area of occupational and environmental health, particularly in
the West County area.
We are, therefore, recommending the authorization to form such a committee which would
provide the Health Services Department and the Board of Supervisors with the professional ,
and technical expertise in these vital areas.
