SUBJECT: ACCEPT the resignation of Mr. Michael Tully-Cintron and Ms. Argentina Davila-Luevano
from the Workforce Development Board.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Per the attached letters and electronic mail, ACCEPT the resignation of Mr. Michael Tully-Cintron and Ms.
Argentina•Davila-Luevano from the Workforce Development Board. DECLARE the vacancies on the
Workforce Development Board and DIRECT the Clerk of the Board to apply the Board's policy for filling
these vacancies.
FINANCIAL IMPACT:
No County costs. The local Workforce Development Board is mandated by the Federal Workforce
Investment Act of 1998 (WIA). The costs of advertisement for new appointees will be funded through WIA
funds.
BACKGROUND:
The following WIB members submitted their resignations (attached): Mr. Michael Tully-Cintron and Ms.
Argentina Davila-Luevano.
The Workforce Investment Act (WIA) and the State Workforce Investment Board (SWIB) set membership
standards for local Workforce Investment Boards (WIBs).
The Workforce Development Board works with a broad range of business, education, labor, public agencies
and community-based organizations to recruit highly qualified nominees for appointment to the Board. All
nominees will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to
the Internal Operations Committee following WIB endorsement.

Dear Mr. Wetter:
I hereby resign as a member of the Contra Costa County Workforce Investment Board. I
regret that I am no longer able to serve in this capacity.
While I understand that Kaiser Permanente does not have a fixed seat on the board, l feel
that it is important to include a representative from the health care industry. I would like to
recommend that Mike McClure, Senior Human Resources Consultant with Kaiser
Permanente, be considered as a replacement for my seat on the Board. Mr. McClure not
only brings extensive experience in the health care industry,but valuable expertise in the
field of human resources. A letter from the Contra Costa Council supporting his
nomination to the Board is forthcoming.
Thank you for the opportunity to serve on the Workforce Investment Board. Please feel
free to contact Greg Breidenstine-Howe with Kaiser Permanente, 295-5090, if you have any

Dear Mr. Wetter,
It is with my deepest regret that I tender this resignation. As you are
aware
I was recently asked to leave Job Corps and can no longer represent
their
needs. It was a pleasure to have worked with all of you and regret that
this
decision was made.
Perhaps in the future I can be of more service to the WIA Boards Vision,
and
Mission. Until then my best wishes to all of you.
