SUBJECT: APPROVE'and AUTHORIZE the Chief Engineer to execute a contract amendment with
Steve H. Blair for on-call engineering consulting services increasing the payment limit by
$7,000 to a new payment limit of $32,000 through April 30, 2002, Antioch Area (100%
Drainage Area 104 Funds) Project No. 7589-6D8453-00
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the.Chief Engineer to execute a contract amendment with Steve H.
Blair for on-call engineering consulting services increasing the payment limit by$7,000 to a new
payment limit of$32,000 through April 30, 2002, Antioch Area (100% Drainage Area 104 Funds)
II. Financiallmpact:
This Amendment increases the payment for said Agreement from $24,000 0 $32,000.

III. Reasons for Recommendations and Background:
The Department has been aggressively hiring staff on a continuous basis, but is still having a problem
attracting and retaining qualified employees. The Flood Control District requires the services of this
consultant to conduct various floodplain, hydraulic, and other specialized studies that staff cannot fit into
their current workload.
IV. Consequences of Negative Action'-
Negative-action will result in the' delay of completing studies on a project requiring flood control
information.
