SUBJECT: APPROVE and AUTHORIZE the Public Works Director to execute a contract amendment
with Richard T. Loewke for on-call environmental consulting services and increasing the
payment limit by$10,000 to a new payment limit of$35,000 through December 31, 2001,
Antioch Area. (100% Drainage Area 56 Funds) Project No. 7566-6D8493-00

I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute a contract amendment with
Richard T. Loewke for on call environmental consulting services and increasing the payment limit
by$10,000 to a new payment limit of$35,000 services through December 31,2001,Antioch Area.
(100% Drainage Area 56 Funds).
II. Financial Impact:
This Amendment increases the payment for said Agreement from $25,000 to $35,000.

III. Reasons for Recommendations and BackEround:
The Department has been aggressively hiring staff on a continuous basis, but is still having a problem
attracting and retaining qualified employees. The Department requires the services of this consultant to
conduct various environmental and other specialized studies that staff cannot fit into their current workload.
IV. Consequences of Negative Action:
Negative action will result in the delay of completing approvals of a project requiring environmental
information.
