SUBJECT: APPROVE and AUTHORIZE the Public Works Director to execute an amendment to the contract
with LSA Associates,Incorporated to provide mitigation monitoring and maintenance for the State
Route 4 Willow Pass Grade and Bailey Road Interchange projects,by increasing the payment limit
by$102,250 to a new payment limit of$611,250; extending the completion date from November 15,
2003 to a new completion date of June 30, 2006; and augmenting the scope of services, Bay Point

1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to execute an amendment to the contract with LSA
Associates, Incorporated (LSA) to provide mitigation monitoring and maintenance for the State Route 4
Willow Pass regrade and Bailey Road interchange projects,by increasing the payment limit by$102,250 to a
new payment limit of $611,250; extending the completion date from November 15, 2003 to a new
completion date of June 30, 2006; and augmenting the scope of services, Countywide area.

II. FINANCIAL IMPACT:
The estimated cost of the contract is$611,250.00 funded by Contra Costa Transportation Authority(CCTA).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Contra Costa County and the CCTA initiated two projects along State Route 4 to improve the flow of traffic.
These projects are the Widening and Lowering of Willow Pass Grade and the Bailey Road Interchange
projects. Construction on these projects began in 1992 and they were funded by the County and CCTA.Bay
Area Rapid Transit(BART)also participated in the funding of the Bailey Road Interchange project because
of the Bay Point BART station.
These projects resulted in 3.7 acres of wetland and riparian impacts. The County and CCTA constructed 3.7
acres of wetlands and riparian area at two mitigation sites.The Basin A mitigation site is located 1,000 feet
east of Willow Pass and the Bailey Basin mitigation site is located just east of Ambrose Park in Bay Point.
Construction of the mitigation sites began in 1993.
LSA was awarded a contract in 1993 to maintain and monitor the two mitigation sites. The contract was
awarded following a competitive bidding process using County procedures. The ultimate scope of work
required a number of tasks that went beyond the scope of work originally identified. Several setbacks at
both sites also precluded LSA from completing tasks not in the original scope of work. A contract
amendment addresses this additional work and is summarized as follows: for Basin A,the amendment would
entail maintaining and monitoring riparian vegetation,obtaining a verified wetland delineation,and writing
periodic monitoring reports. For the Bailey Basin mitigation site the amendment entails maintaining the
plantings and negotiating new mitigation requirements.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the consulting service agreement is not amended, the County and CCTA will not meet mitigation
requirements set forth by the US Army Corps of Engineers, Regional Water Quality Control Board, and
California Department of Fish and Game.
