ACCEPT donation of $2 million ($400,000 annually for five years) to be used to improve library services in East County. 2. REQUEST the County Librarian to work with the East Region Library Board to develop a plan of service utilizing this donation to improve library services in East County. FINANCIAL IMPACT: The County Library will receive $400,000 annually for the next five years from the Mirant Corporation. BACKGROUND: On February 27, 2001, the Board of Supervisors adopted a number of recommendations relating to improved funding for the County Library. One of the recommendations was to build partnerships with businesses to support improved library services. Quality library services are important to companies doing business in Contra Costa County, both for business and quality of life reasons. Businesses need a well-prepared workforce and the Library's role in providing lifelong teaming opportunities is vital. Many employees of companies operating in Contra Costa County and their families live in the County and, like all residents, need adequate library services to support the educational, informational and literacy needs of their families. The Mirant Corporation wishes to enter into this partnership with their host communities to help ensure that quality library services are available to everyone in the community. The East Region Library Board will be asked to work with library staff to develop a service to utilize this donation to improve library service in East County. The Regional Library Board consists of Supervisor Glover, a City Council member from each of the cities in East County (Antioch, Pittsburg, Brentwood and Oakley) and a representative from the unincorporated area appointed by the Board of Supervisors. ,& (I . Some minor refocusing of part of the funds could allow an important public health aspect to be addressed. As you may recall,there are six power plants within a two-mile zone around the Los Medanos Energy Center(LMEC),recently dedicated by Gov. Davis. This unprecedented concentration of power plants,while capable of electrifying about 3.5 million households, also can generate more than 6,000 tons of air pollution a year. Tiny bits of soot are increasingly recognized as a significant health hazard. The North City Health Monitoring Project proposes long-term health monitoring within a two-mile radius ofLMEC, provision of continuous air quality data via the Internet, and storage of health data on a computer server,as a partnership of several agencies. Please refer this concept to the county Health Services Department and the Library Board to see if the gift from Krant may help achieve the long-term monitoring.
