RECOMMENDATIONS
AUTHORIZE the Auditor-Controller to transfer $88,504 from the Park Dedication Trust Fund
accounts listed below to Ambrose Recreation and Park District for the renovation of Ambrose
Park and the Ambrose Community Center in Bay Point.

BACKGROUND/REASONS FOR RECOMMENDATIONS
It is the policy of the County to utilize park dedication funds to meet local park needs. This
action is consistent with that policy. Ambrose Park is a 15-acre community park located at 125
Memorial Way in the unincorporated community of Bay Point. The park includes a swimming
pool, basketball and tennis courts and is within the Ambrose Recreation and Park District
service area, and serves the entire community of Bay Point. Improvements at Ambrose Park

include replacement of playground equipment, benches and picnic tables. The playground
equipment will meet American with Disabilities Act Standards. Renovation of the playground
will increase overall park use, improve safety and bring it up to current code. Improvements to
the Ambrose Community Center located at 3105 Willow Pass Road include the installation of
lighting in the parking lot to improve safety at the facility. Ambrose Community Center is
extensively used for a variety of purposes including lunch for seniors, youth recreation,
municipal advisory council meetings, and other types of community activities. Both projects are
consistent with the use of park dedication fees for renovation and improvement pursuant to
Division 920 Park Dedication of the County Zoning Ordinance. The total cost of the projects is
$88,504. Park assessment funds will be used for park maintenance.
It has been the practice of the County, when responding to requests for park dedication fees,
to review park plans, capital improvement plans, business plans or other planning documents
to ensure that facilities will be maintained, funding sources and costs are identified, and
improvements are consistent with the needs of the community. Other entities such as the
Kensington Police Protection and Community Services District and the San Ramon Fire
Protection District have prepared and submitted plans as a condition of reimbursement.
The Ambrose Recreation and Park District currently does not have a comprehensive business
plan for capital improvement and maintenance for Ambrose Park or Ambrose Community
Center. As a condition of funding, the Ambrose Recreation and Park District shall be required
to prepare, at their own cost, a five-year business plan for Ambrose Park and Community
Center within nine months of receiving park dedication funds. Technical assistance can be
provided by the Community Development Department for the preparation of the business plan.
Patti J. Lambert, General Manager of the Ambrose Recreation and Park District has agreed to
this requirement.
