Reasons for Recommendations and Background: In 1999 the Army Corps of Engineers (Corps) and the Coastal Conservancy developed the "San Pablo Bay Watershed Restoration Study". In that study Pinole Creek was identified as a high priority restoration project. Recently the Friends of Pinole Creek contacted the Corps regarding an effort to restore six thousand feet of Pinole Creek from I-80 to San Pablo Bay. The Corps, in turn contacted the City of Pinole as the local sponsor and conducted a field reconnaissance of the project area. The Corps initiated a draft 1135 grant application for the project area, based on the study and the reconnaissance. As part of the grant application, the Corps has requested letters of support from the participating local agencies. The Flood Control and Water Conservation District has operations and maintenance responsibilities over this portion of Pinole Creek as it was a previously constructed Corps sponsored project in the early 1960's. IV. Consequences of Negative Action: Failure to submit a letter of support may lessen the opportunity for the grant to be funded. Colonel O' Rourke: The Contra Costa County Board of Supervisors would like to offer its support for the Pinole Creek Channel Modification Section 1135 Preliminary Restoration Plan. Staff from the Flood Control and Water Conservation District has been actively pursuing numerous restoration projects and partnerships throughout the County and look forward to working closely with the other partners of the project to identify the long-term operations and maintenance goals of the project. The Board of Supervisors would also like to thank the Army Corps of Engineer for their efforts to initiate this program and to work towards securing a funding source to enable this type of restoration project to be considered.
