SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS (1) APPROVE the allocation of 5648,742 in FY 1998 and FY 1999 Housing Opportunities for Persons with AIDs (HOPWA) funds for the Alvarez Court project, and (3) AUTHORIZE the Deputy Director, Redevelopment, or his designee to enter into the required legal documents for this purpose. . FISCAL IMPACT No General Fund impact. HOPWA funds are allocated to local jurisdictions by formula, through the U.S. Department of Housing and Urban Development (HUD). BACKGROUND/REASONS FOR RECOMMENDATIONS The City of Oakland is granted HOPWA funds by HUD annually for Alameda and Contra Costa County. Oakland distributes the funds to Contra Costa on a formula basis. The County administers these funds on behalf of the Contra Costa Urban County and the other five HUD entitlement jurisdictions. (The Urban County includes the unincorporated County and all jurisdictions except the entitlement jurisdictions—Antioch, Concord, Pittsburg, Richmond, and Walnut Creek). This funding recommendation is for FY 1998 and FY 1999 funds. There is also approximately.$680,000 in FY 2000 and FY 2001 funds that have not been allocated. A notice of funding availability for the FY 2000 and FY 2001 funds was issued July 16 and requests for funds are due September 14, 2001. The purpose of the Alvarez Court project is to provide multi-family rental housing affordable to and occupied by very-low incotnel physically disabled people including persons disabled with HIV/AIDS. The project will provide 19 fully accessible units including 11 one-bedroom and 8 two-bedroom units. Services will be provided to the residents and will include case management, medical treatment and referrals, home health care, substance abuse counseling,job placement and training, benefits advocacy, money management, assistance with meals and grocery shopping, and social and recreational activities. Affordability restrictions imposed by HUD 811 and Pinole RDA will require all units in the project to remain affordable to the target population for a minimum of 40 years. The County is requiring that ten units remain affordable for 55 years and that five of those units be affordable to and occupied by households with extremely- low incomes (e.g. incomes at or below 30 percent AMI). The Board of Supervisors previously allocated $150,000 in HOPWA funds (December 14, 1999) and $500,000 in HOME funds (April 27, 1999) to this project. Additional funding is being provided by the City of Pinole Redevelopment Agency, HUD Section 811 Housing for the Disabled, and the Federal Home Loan Bank Affordable Housing Program (AHP). Following initial funding approvals, escalating construction costs, and unforeseen soil conditions resulted in a significant funding gap. Through value engineering and an anticipated $379,000 in additional funds from the City of Pinole, the gap was reduced. This current request for HOPWA will provide the balance of funding needed and will allow the project to proceed. The total cost of the project is $4,254,242. Assuming approval by the Board, existing County loan documents for this project will be amended to incorporate the additional funds.
