SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with Contra Costa Crisis Center (#21-639-1) in the amount of$81,500 for the
management and maintenance of a comprehensive county-wide health and human services
database from the period of July 1, 2001 through June 30, 2002.

RECOMMENDED ACTIONe
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Contra Costa Crisis Center (#21-639-1) in the amount of$81,500 for the management and maintenance of a
comprehensive county-wide health and human services database from the period of July 1, 2001 through
June 30, 2002.

$28,250 Employment and Human Services; Administrative funding, 20% County, 40% State, 40% Federal

BACKGROUND!
This project is the combined effort of the Contra Costa County Community Services Department, Employment
and Human Services Department, Health Services Department, and Contra Costa Crisis Center, who agree there
is a compelling need for a comprehensive county-wide health and human services database of up-to-date
resource information for emergency shelter, food,job training, medical care, childcare, substance abuse
counseling, mental health treatment, conflict resolution, legal services and more. The database shall be
accessible on the Internet for all County employees, local non-profit agencies and County residents.
Providing public access, as well as County department(s) access, to the information through a comprehensive
database will reduce County costs and provide the most accurate up-to-date information to all inquiries.
Contra Costa Crisis Center has developed a state of the art on-line information system using nationally known
and respected software. They have a positive and long-standing history in the community and have provided
contracted services to Contra Costa County in a variety of contexts. The Crisis Center maintains a database of
health and human services with extensive, up-to-date resource information. The project expands the known
resource information with regular input from county departments and community based organizations and
provides a web site for ease of access.
