Wetter, Executive Director Workforce Development Board DATE: July 3, 2001 SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, on behalf of the Workforce Development Board, to EXECUTE a contract (#18-008- 1) with Contra Costa County Office of Education with a payment limit of$630,000 for youth development services for the period July 1, 2001 through June 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION* APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, on behalf of the Workforce Development Board, to EXECUTE a contract (#18-008-1) with Contra Costa County Office of Education with a payment limit of$630,000 for youth development services to in-school youth for the period July 1, 2001 through June 30, 2002. FINANCIAL. IMPACT_ No County Costs. $630,000 Federal Workforce Investment Act; 100%. RACKCROTIND- Under the Workforce Investment Act of 1998, significant changes were made to the delivery, type and length of youth services. The Act eliminated the traditional summer jobs program under the JTPA system; while mandating a continuum of ten academic and occupational service elements are provided year round which must include a summer job element. EHSD on behalf of the WDB developed a contract with the Contra Costa County Office of Education for fiscal year 2000-2001 as a result of RFP #1058. The Youth Council of the Workforce Development has allocated 70% of the total WIA Youth funds for fiscal year 2001-2002 to serve in-school youth. At its May 22, 2001 meeting, the Workforce Development Board accepted the Youth Council's recommendation to renew the contract with the County Office of Education for one year to provide youth development services for in-school youth, and to redirect $270,000 (30% of the total WIA allocation) to enhance youth development services for out-of-school youth and the community.
