SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE a contract with OPTIC (# 21-551-3) in the amount of$180,000 for technology
training services, for the period from July 1, 2001 through June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with OPTIC (# 21-551-3) in the amount of$180,000 for technology training services, for the period
from July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT*
$180,000 Cal WORKs: 7 percent County; 93 percent Federal.
CHILDREN'S IMPACT STATEMENT.-
This contract directly supports two of Contra Costa County's community outcomes: "Families that are
Economically Self-Sufficient," and "Families that are Safe, Stable and Nurturing." OPTIC provides information
technology skill training and jobs in a protected work environment to unemployed and underemployed
individuals, including CaIWORKs participants.
RACKGROUNI)_
The Board most recently approved an amendment to the EHSD contract with OPTIC on April 3, 2001.
This FY 2001-2002 contract will allow OPTIC to continue operating its supportive technology training and
employment activities for underemployed and unemployed individuals. For this fiscal year, OPTIC secured a
$350,000 Workforce Investment Act grant, a Lesher Foundation grant and personal and corporate donations.
EHSD anticipates that OPTIC will ultimately rely on contract work revenue and private contributions to sustain
its comprehensive training program and has scaled back its direct financial allocations to the nonprofit.
After completing OPTIC's rigorous hard- and soft-skills training program, participants can enter the workforce
as skilled entry-level technical workers. To date, OPTIC has successfully placed sixteen former CaIWORKs
participants in paid corporate positions with benefits; career jobs with salaries ranging from $29,000 to $54,000
per year.
