SUBJECT: CONTRACT AMENDMENTS AND ADDITIONAL CONTRACTS FOR
IMPLEMENTATION OF SAFEFUTURES YEAR FIVE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPROVE and AUTHORIZE the County Administrator or his designee to execute
contract amendments with the West County Youth Service Bureau, Opportunity West,
Resource Development Associates, and Mark Morris Associates, increasing the
payment limits to $370,000 ;for the West Contra Costa Youth Service Bureau, to
$90,000 for Opportunity West, to $115,750 for Resource Development Associates, and
to $215,000 for Mark Morris Associates.
2. APPROVE and AUTHORIZE, the County Administrator or his designee to enter into a
new contract with the East Bay Center for the Performing Arts for up to $50,000.
FISCAL IMPACT:
SafeFutures is nearing the end of its fifth and final year of operations. Over the course of the
past five years, there have been savings that the County was able to carry over to.subsequent
years. The new contract, and coritract additions, proposed here can all be funded through
these carryover funds. There is no cost to the County.

BACKGROUND:
I
The primary use of these augmentations is capacity building. The augmentation for Resource
Development Associates will support additional data collection and analysis of program
outcomes. (The current contract budget underestimated the time needed to collect and check
performance data and to develop comparison groups with which to measure outcomes.) The
augmentation for Mark Morris Associates (project management services) will pay for:
additional technical assistance by Abner Boles to West County agencies and to probation
regarding sustainment funding; technical assistance to the West County Gang Task Force in
developing a community-wide, coordinated, crisis response plan; and staff and technical
assistance to JSPAC to update the County's juvenile justice continuum of care plan.

The augmentations for the Youth Service Bureau and Opportunity West, and the new contract
for the East Bay Center for the Performing Arts, will support a special peer leadership project,
providing new employment opportunities for gang youth in a video production regarding youth
in West County.

SafeFutures is a five-year grant with requirements for reapplication each year. The fifth and
final year will end on September 30, 2001. The proposed funding additions listed above are
possible because of savings in prior years. We have an opportunity to do some final capacity-
building before the grant ends and i to develop a special peer leadership project with youth
gang members who have worked successfully with SafeFutures service providers.

Over and above the augmentations listed above, we are submitting a request to OJJDP for a
"no cost extension" for another $170;000 in unexpended funds. If the extension is granted, we
will return to the Board for further implementing action.
