SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL SERVICES WITH
HANSEN/MURAKAMI/ESHIMA FOR HEAD START CLASSROOM EXPANSION AT FAIR OAKS
ELEMENTARY,2400 LISA LANE,PLEASANT HILL,FOR COMMUNITY SERVICES DEPT. (WW0147)
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
A. APPROVE a consulting services agreement with Hansen/Murakami/Eshima, 100 Filbert Street,
Oakland, California, for architectural and construction management services for Head Start
Classroom Expansion, Fair Oaks Elementary, 2400 Lisa Lane, Pleasant Hill. The agreement will
be effective July 24, 2001 and will provide for project management services during predesign,
schematic design, design development, construction documents, bidding phase and construction
administration with a payment limit of$99,016.00, which amount shall not be exceeded without
prior, written authorization by the Director of General Services. The agreement shall apply to
charges for services from and after May 19, 2001.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such
authorizations shall not exceed $10,000.00.
II. FINANCIAL IMPACT
The Administration for Children and Families (ACF), under the Department of Health and Human
Services (HHS), awarded a Head Start Expansion Grant in September 2000 for two preschool
classrooms (40 children) of$798,000.00 for Fair Oaks Elementary School. All expenses are revenue
offset. An appropriation adjustment is forthcoming from the Community Services Department.
III. REASONS FOR RECOMMENDATIONSIBACKGROUND
A. The project involves the addition of a modular building and sitework for Head Start Classroom
Expansion at Fair Oaks Elementary, 2400 Lisa Lane, Pleasant Hill to meet the requirements of
the Community Services Department.

B. Hansen/Murakami/Eshima was selected to provide architectural and project management
services for this project because it successfully provided similar services for the previous Head
Start Classroom Expansion projects at the George Miller and Antioch Fairground Head Start
locations and is familiar with Community Services Department programs and space
requirements.
C. Negotiations have been completed and an appropriate agreement is ready to sign.
D. The County must proceed with this agreement for project management services because it does
not have sufficient staff to provide the services.
