SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE contracts with Moss Beach Homes, Inc. (21-364-4) and Family Stress Center
(#21-547-2) in the amount of.$219,000 and $192,000, respectively, for East and Central
County receiving center services, for the period from July 1, 2001 through June 30, 2002.

RECOMMENDED ACTION*
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contracts with Moss Beach Homes, Inc. (21-364-4) and Family Stress Center (#21-547-2) in the amount of
$219,000 and $192,000, respectively, for East and Central County receiving center services, for the period
from July 1, 2001 through June 30, 2002.

CWS allocation: County cost $123,_300 (30 percent); State cost $287,700 (70 percent).

Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Receiving centers provide a safe, child friendly place in the community for children
who have been removed from their homes. They help meet children's food, clothing, shelter, medical and
mental health care needs, while limiting disruption in school.
RACKGROITNn_
The Board most recently approved contracts with Moss Beach on July 25, 2000 (c. 61) and Family Stress
Center on August 1, 2000 (c. 65). These contracts will extend receiving center services through fiscal year
2001-2002.
Moss Beach operates the East County Receiving Center (Antioch) while Family Stress Center operates the
Central County Receiving Center (Concord), two of three centers maintained by Employment and Human
Services. The receiving centers provide shelter, food, toys, clothing, public health nurses and medical
referrals as part of a continuum of care for.children. Receiving centers serve children who have been
removed from their homes and allow Employment and Human Services to increase the number of children
who can safely return to their families or relatives without going to emergency foster care. By providing time
for family assessment, the centers reduce the number of disruptive placements to which a c Id is subjected.
