SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with Ms. Jewell Boutee (21-786-0) in the amount of$50,000 for Ready to Work
Clothes Closet Program Manager position for the period of July 18, 2001 through June 30,
2002 in the Volunteer and Emergency Service Program.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Ms. Jewell Boutee (#21-786-0) in the amount of$50,000 for Ready to Work Clothes Closet Program
Manager position for the period of July 18, 2001 through June 30, 2002 in the Volunteer and Emergency
Service Program.
FINANCIAL IMPACT:
$50,000 Temporary Assistance for Needy Families (TANF); 100% Federal.
CHILDREN'S IMPACT STATEMENT
This contract supports number three, four, and five of the community outcomes established in the Children's
Report Card: 3)"Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and
Nurturing"; and 5)"Communities that are Safe and Provide a High Quality of Life for Children and
Families."
BACKGROUND:
The Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD)
fundraises and obtains in-kind donations to provide emergency supplemental resources to stabilize low—income
families and individuals in crisis. The Ready to Work Clothes Closet Program, a service of the Volunteer and
Emergency Services Program, provides business clothing, image enhancement, and employment guidance to
clients receiving assistance under the Temporary Assistance to Needy Families grant (TANF). The Ready to
Work Clothes Closet Program provides image and professional presentation guidance assisting clients during
the interview process, and supporting client's movement to self-sufficiency. The program receives additional
grants and funding from other agencies in our community.
The Volunteer and Emergency Service Program Ready to Work Clothing Closet Program Manager position
administers volunteer activities which provide direct services and support to clients re-entering the job market.
Clients receive image consulting, public relations, workshops, seminars, office support, and merchandise
procurement services. Volunteers primarily staff the Ready to Work Clothing Closet Program.
