HomeMy WebLinkAboutMINUTES - 07242001 - C.40 /ter --TO: BOARD OF SUPERVISORS n .FROM William Walker, M.D. , Health Services Director By: Ginger Marieiro, Contracts Administrator } Contra ' Costa DATE: July 11, 2001 -�` ---vu— County SUBJECT: Approval of Agreement #28-669 with Regional Center of the East Bay SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Agreement #28- 669 with the Regional Center of the East Bay (RCEB) , in an amount not to exceed $4, 295 . 39, for the period from June 30, 2001 through March 31, 2002 , for the Early Intervention Program at George Miller Center West . FINANCIAL IMPACT: This Grant Agreement funded by the RCEB will result in an amount not to exceed $4, 295 . 39 to support the transition from center-based Early Intervention Programs to off-site services . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : In 1997 the State of California incorporated into State law federal statutes requiring that all early intervention services for disabled infants and children be provided in non-segregated sites (defined as places where children without disabilities would be found) . Since then, early intervention programs have been trying to work with their local Regional Centers to coordinate how the transition in service modalities would work. RCEB understands there are costs associated with the programmatic shift and has agreed to provide funding to assist the Department with the purchase of additional materials and equipment needed for the transition of Early Intervention Services from center-based to natural environments as specified under Part C of the Individuals with Disabilities Education Act . Currently, both George Miller Center sites provide early intervention services in the center-based nursery programs as well as off-site through the Home Program. The Department anticipates expansion of the Home Program as Regional Center for the East Bay (RCEB) initiates the transition from center-based services . (Contracts) Auditor-Controller Risk Management BY DEPUTY Contractor Board Order Agreement #28-669 Page 2 The Grantor has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. Except for funding this Project, RCEB will have no direct involvement in the implementation of this Project . Therefore, in the view of County Risk Management this indemnification will create a minimal potential loss . The Health Services Department desires to expedite approval of the Agreement as written. Two certified copies of the Board Order should be returned to the Contracts and Grants Unit .
